UK-Bacup: multi-dwelling buildings construction work
Regeneration development partner. Rossendale Borough Council's Vision is that "By 2018 Rossendale will have strong communities with an enhanced environment and heritage. It will be an attractive place to live, where tourists visit and employers invest". To support this the Council has a key Corporate Priority for ' A healthy and successful Rossendale' – supporting vibrant communities and a strong economy. The Council is seeking to procure a long term partner who will assist in the delivery of this vision through regeneration of Rossendale, including the Rawtenstall town centre area. The legal structure of the partnership will be developed with the candidates during dialogue however it is anticipated that RBC may establish a joint venture property development vehicle (the JVV) with a private sector partner. It is intended that the JVV will be a long term strategic partnership. The JVV may take control of certain RBC land assets transferred to it. The extent of the land interests which are to transfer to the JVV are to be discussed during the procurement process and more information will be set out in the PQQ and Brief to be issued by RBC. The proposed regeneration partnership will be the key delivery vehicle for the regeneration programme. It is anticipated that the revitalisation of Rawtenstall town centre, in particular, will be achieved through the establishment of a vibrant range of shops, leisure, living, working and cultural activities. It is one of RBC's key objectives to maximise the value of its land assets to supports its longer term funding requirements (including by securing long-term income streams). To do so RBC seeks a partner which can bring private sector skills and experience to the JVV and to assist the JVV deliver best value and a return on investment. [for both parties]. The successful candidate's responsibilities are likely to include: Identifying and securing finance from non-public sector resources; Undertaking any further site investigations, preparation, land remuneration and installing site infrastructure; Developing and then delivering high quality detailed designs and specifications; Maximising environmental performance in building design and layout. Underwriting the risk of delivery and construction/construction cost of a comprehensive development programme; Securing planning permission which is in accordance with the Council's adopted Core Strategy and Supplementary Planning Documents; Developing the agreed schemes within a satisfactory timescale; Sub-contracting as required (with approval from the Council): all necessary and appropriate construction contracts and procuring delivery of acceptable direct professional warranties in relation to construction contracts. Managing the sale/lease of units to third parties; Leading the public consultation process; To take account of the parking strategy and to adopt RBC standards in its design proposals for the town centre; Agreeing with the Council a long term stewardship for all public areas; Acquiring properties/ sites necessary for the partnership, following the signing of the development agreement; Ensure link up with Lancashire County Council on the development of new bus station and other transport planning issues. 136/MVT Electron Beam Welding (EBW) Facility The University of Sheffield is out to tender for an Electronic Beam Welding (EBW) facility to support process development of the fabrication of key components at the Nuclear AMRC, Rotherham, UK. The aim is to establish an EBW facility for joining structures for nuclear applications. The equipment shall be capable of performing linear, circumferential and non-axi-symmetrical, deep-penetration welds on component/vessel sections, tubes, beams, plates, etc. of varying dimensions. The equipment shall be capable of welding in both high vacuum (10-4 mbar) and in soft vacuum (10-2 mbar). The system shall allow fusing components within a working envelope of 3.2 x 3.2 x 7 m3. The system shall be capable of welding of steels of thickness between 3 mm and minimal 150 mm in a single run to meet ASME III Division 1 Class 1 standards. Due to the large variety of component shapes and sizes, a highly flexible system is required with jig and fixturing concepts which allow the welding of longitudinal, radial and axial welding seams. The EBW facility shall allow the welding of carbon steels, quenched & tempered alloy steels, ferritic and austenitic stainless steels (it is noteworthy that some of these steels are ferromagnetic), but possibly also nickel, zirconium and titanium-based alloys. The supplier should offer a turnkey solution that involves the procurement, installation, commissioning and performance needs necessary to meet the requirements defined by the Purchaser, which is aligned to achieving the scope of ASMEIII and ASME IX standards, and where applicable also meeting the needs of the European RCC-M code. The EBW facility shall comprise a Turnkey solution that will encompass, but not be limited to, the following: Electron Beam Power Source. Beam Delivery System. Chamber. Vacuum Pumps. Exhaust System. Filaments. Manipulator(s). CNC software control. Fume extraction and ancillary services. Interconnections between the complete functional welding systems. Cooling system. 2 wire feeder system, applicable to both standard welding and additive manufacturing The Supplier of the welding solution will act as the systems integrator where necessary for products outside their portfolio.
