A2Dominon Employer's Agent, CDM co-ordinator and site inspector/clerk of works framework agreement. A2Dominion Housing Group Ltd and its subsidiaries are inviting expressions of interest from suitably experienced and qualified Employer's Agents, CDM Co-Ordinators and Site Inspectors/Clerk of Works practices to enter into a long term (4 year) Framework Agreement to provide consultancy services in conjunction with proposed Works contracts as detailed below. Works commissioned by the Contracting Authority (A2Dominion Housing Group Ltd), and which Employer's Agent, CDM co-ordinator and site inspector/clerk of works services shall be undertaken in conjunction with, are predominantly "new build" in nature governed by the JCT 2005 (design & build) form of contract. Other forms of JCT contract (including minor works and intermediate etc) are used also. While JCT standard forms of contract are most commonly used, the NEC suite of contracts, bespoke development agreements, partnering forms of contract and such like may also be used during the term of the Framework Agreement. Works may involve, either part or fully, repair, refurbishment or rehabilitation, or a combination of the above. Works in the London region (for the purposes of this procurement process, London region shall constitute any London borough) are generally to be located in built up areas, town centres, Brownfield and Greenfield sites; comprise moderate to high/very high density; moderate to high/very high height in terms of storeys; renewable technologies; incorporate all forms of construction. Commercial elements may feature, either to shell or full fit out. Works outside of the London region (of which the focus of the Contracting Authority is currently on Surrey, West Sussex, Hampshire, Berkshire and Oxfordshire) are commonly located in town centre/suburban areas, comprising; Greenfield or Brownfield sites; a range of densities of low to high/very high in terms of units; low to moderate in terms of height (storeys); sustainable/renewable technologies; all forms of construction. Commercial elements may feature, either to shell or full fit out. The services required from framework agreement consultants may vary from project to project. Framework consultants may be required by the Contracting Authority to enter into a mini-tender competition prior to being invited to enter into contracts. The Contracting Authority and any consultants acting for or on behalf of the Contracting Authority in connection with the framework selection process, accept no liability for any costs incurred by candidates in the preparation and submission of their PQQ/ITT documentation. Candidates also accept that the Contracting Authority, expressly in accordance with the regulations governing this process, reserves the right to change the basis and/or procedures for selecting framework consultants, including terminating the process outright, and any ensuing contract "call offs" without prior notice and without liability to the candidates for any costs or expenses incurred as a result of participating in this selection process. Candidates/tenderers should note that, under the framework agreement, A2Dominion Group, its subsidiaries and other associated registered providers/housing associations shall not be under any obligation to "call off" contracts with framework agreement consultants. The Contracting Authority reserves the right to award a contract to a consultant outside of the framework agreement. Becoming a member of this Framework Agreement is not a guarantee of work during the 4 year framework period. Other registered providers/housing associations (both those in existence at present and who may be in existence in the future) will also be entitled to, at A2Dominion Group's discretion, to call-off contracts under the Framework Agreement. Registered Providers for this purposes means any provider of social housing/affordable housing and includes, without limitation, registered providers, local authorities and ALMOs. The framework agreement will be in place for four (4) years. However, contracts called off under the framework agreement may, where appropriate, continue beyond the four (4) year term of the framework agreement. Short description of the services required: Parking enforcement. The service provider will be responsible for providing on street and off street parking enforcement across Northern Ireland through the deployment of traffic attendants (TAs) issuing penalty charge notices. TAs will be deployed full time from Monday to Saturday in larger towns and cities, with part time deployment in smaller locations. Reduced deployment levels will be required in certain locations on Sundays and in the evenings. The service provider will provide all necessary enforcement hardware (such as hand held computers, printers, cameras and downloading equipment) which must be compatable with Roads Service's existing IT penalty processing software system. Car park management. The service provider will be responsible for managing roads service's off street charged car parks. These car parks are operated by a combination of pay and display, kiosks (with and without barriers) and pay on foot systems. The number of car parks may vary and their type of operation may change over the duration of the contract. The service provider will be encouraged to identify and implement efficiency improvements within the car parks. The service provider will be responsible for providing car park attendants, car park cleaning and maintenance of planted areas within car parks. Parking Equipment Maintenance. The service provider will be responsible for maintaining roads service's stock of parking equipment, including kiosks, pay on foot systems and pay and display equipment in car parks along with on-street pay and display equipment in the controlled parking zones operating in Belfast, Lisburn and Newry. Provision of parking equipment and associated signage. The service provider will be required to provide and install parking equipment and signage in the event of the: — need to replace existing stock, — introduction of on street charged parking in other locations, — conversion of free car parks to charged; or, — conversion of existing charged car parks from one type of operation to another. Cash collection. The service provider will be responsible for collecting cash from all roads service's charged car parks and on-street Controlled Parking Zones and reconciling payment transfers. Clamping, removals and pound operations. The service provider will be required to operate a vehicle clamping and removals service with a vehicle pound located in the Greater Belfast area. This service will include the provision of the pound, staff, payment office, clamps and vehicles. Other functions. The service provider will be required to provide a mobile phone cashless payment system for on and off street parking.
