External evaluation of Council Regulation (EC) No 2201/2003 of 27.11.2003 concerning jurisdiction and the recognition and enforcement of judgments in matrimonial matters and the matters of parental responsibility, repealing Regulation (EC) No 1347/2000. Development of a risk assessment for health and environment from the use of metallic additives and a test methodology for that purpose. The purpose of this contract is to establish a risk assessment approach for determining the risks to health and the environment due to the use of metallic additives in fuel supplied within the Union that is regulated by Directive 98/70. This risk assessment is not intended to replace any requirements under REACH, but, in so far as is possible, it is desirable for it to be comparable to the requirements of that legislation. The contract does not cover any other use of metallic additives, for example if they are supplied from in-vehicle systems or purchased to be added directly to vehicles by their operators. The Commission, through the Joint Research Centre, is already and separately from the tasks in this contract, developing a test methodology (foreseen under Article 8(a) of Directive 98/70) which can be used to provide evidence of the impacts of metallic additives exclusively on vehicle performance. The tasks in that project are determined to: — develop a test procedure to effectively assess the impact of metallic additives on exhaust emissions of vehicles both in the short term (instantaneous effects) and in the long term (no harm), and — as far as the 'no harm' aspect is concerned, focus the procedure to evaluate whether the candidate metallic additive increases the deterioration rates of the emission control systems. It will be necessary for the contractor to ensure that the test methodology is appropriately integrated into the risk assessment approach so as to ensure that all impacts are correctly assessed. The expected end results of the risk assessment project will be a report that explains in detail the exposure pathways and likely risks to health and the environment identified for metallic additives used in fuel. This will be accompanied by a detailed description of the necessary steps and processes to carry out a complete risk assessment of a metallic additive for the purposes of Directive 98/70. The following specific tasks are required to be carried out by the contractor(s) to take forward the work on establishing and conducting a risk assessment where risks for health and environment shall be evaluated due to the use of metallic additives in fuel. 1. To list and identify all metallic additives which are currently used in fuel regulated by Directive 98/70 in the EU to inform the Commission's report to the Council and Parliament. The contractor should also identify metallic additives for which there is a significant likelihood that they might be used, for example in case they are used in other equivalent jurisdictions in the world such as the USA or Japan. 2. For the metallic additives identified in task 1, the contractor should provide a comprehensive summary for each relevant metallic additive, containing general relevant information: composition, production, properties, use, volume, toxicity, etc. 3. Identify the direct and indirect risks of exposure to metallic additives and their transformation products used in fuel while determining the actual pathway or pathways for each additive. 4. Make a comprehensive assessment of the likely health and environmental impact pathways associated to the use of metallic additives in fuel including a description of the additives' ambient transformation products after combustion. 5. Develop any necessary specific risk assessment methodology for evaluating risks and uncertainties from using different metallic additives in fuel. This should aim specifically to provide information on the likelihood of impacts of metallic additives and their transformation products' exposure to health and environment through different relevant pathways. 6. Ensure coordination with the development of the metallic additive test methodology being developed by the Commission (JRC) to ensure an effective integration of the test methodology into the risk assessment. 7. Carry out a limited and preliminary assessment of the likely risks to health and environment from the use of metallic additives in fuel in the Union, and present those estimated risks in 3 general categories/grades; low, medium and high. 8. Actively ensure opportunities for experts and stakeholders to be informed of the development of the risk assessment and to provide information and input to that process. 9. Make and maintain contact with relevant regulatory authorities within the Union and other jurisdictions, specifically the United States Environmental Protection Agency, EPA, and the Canadian Environmental Assessment Agency, for the purposes of providing them with opportunities to comment on and provide and receive input to the risk assessment development with the focus set on ensuring scientific consistency and quality. 10. Ensure that data emanating from this contract is presented in an orderly way. Provide thorough documentation of procedures, transparently present sources and use of data and present a full display of the treatment and explanation of the simplifications of data used. 11. Neighbourhood Investment Works Framework. Halton Housing Trust (HHT) is a registered charity and a Registered Provider with the Tenant Services Authority. Our primary focus to date has been upon providing general needs housing. We have around 6 100 homes. We have completed our initial Decent Homes Investment Programme and his framework will serve our ongoing need to maintain the condition of our stock and to maintain the Halton Standard for living conditions (Decent Homes Standard). The framework will be for four years and three contractors will be appointed to the framework. There will be annual or Neighbourhood specific call off contracts. Over the four year period of the framework we envisage the value of Investment Works to be 25 400 000 GBP. Our in-house Construction Services department will undertake a proportion of the works. We envisage the value of works that contractors will undertake for us to be between 13 400 000 GBP and 25 400 000 GBP. The Investment Works will comprise of the internal and external works required to maintain the condition of our properties. This will include for example: bathroom, kitchen, heating and boiler renewals, electrical rewires, maintenance to the external envelope and re roofing works. This framework also includes our Environmental Works needs. These are the physical improvements we can make to the external 'spaces' within a Neighbourhood and are driven by the residents and stakeholders of each of our 14 Neighbourhoods. These can be green or grey spaces and could be major or minor works. These could be improving a current use or changing the use totally. Over the four year period of the framework we envisage the value of Environmental Works to be 3 000 000 GBP. Halton Housing Trust's accurate projection of its total investment needs over the four year period of the framework is between £16.4m and 28 400 000 GBP. Halton Housing Trust are evolving as an organisation; we are going beyond the traditional role of a social landlord and engaging in community regeneration.
