ESPO, for itself and on behalf of the 'Pro 5' Group of Professional Buying Organisations (see http://www.espo.org/index.asp?CMD=PRO) intends to establish a framework agreement for the provision of advertising and communication services to eligible public sector bodies. The objective of the contract is to appoint a range of suitably experienced providers to provide a complete suite of recruitment marketing, public / statutory notice and classified advertising services along with associated agency consultancy services. Depending on the range of responses received and number of potential providers included on the framework, it is envisaged that the contract will allow for client bodies to appoint a provider or providers (probably by means of a further competition) for all or any part of their advertising and / or recruitment consultancy requirements. However, due to current and future budgetary restrictions on local government recruitment and possible changes to legislative requirements for public and statutory notice advertising, it is hard to predict with any certainty the overall level of annual spend and the frequency and value of call-off contracts across both Lots 1 and 2. As an indication, combined annual spend has historically been in the region of 6 000 000 GBP. With the participation of the additional Pro5 Professional Buying Organisations in the new framework, and confirmed interest from the wider public sector, spend levels could be substantially more. UK-Oldham: event services
Appointment of an events management partner. Event services. Technical services. Lighting systems. The Queen Elizabeth Hall was opened in 1978 as a purpose built hall of entertainment and conference venue and was originally subsidised by the Council to provide entertainment and meeting space for the Borough. It was staffed with a comprehensive in house venue management team including an events manager, a bars manager, theatre technicians and clerical and support staff. The venue is constructed around a main auditorium with movable walls in the low height adjoining areas which gives maximum flexibility and enables the venue to be modified to suit a range of activities. There are four separate bars, a large catering facility and a servery at the rear of the main hall. A hydraulic boxing ring was originally incorporated into the floor of the main hall which could be raised and lowered as required. The venue is fully air conditioned. The venue quickly became the venue of choice for many forms of entertainment and hosted pop concerts by contemporary artists and sporting events such as darts, boxing, wrestling and snooker. Indeed during its height of popularity the Queen Elizabeth Hall hosted the 1982 Lada snooker classic at which Steve Davies recorded the first televised 147 break. During the 1990's the popularity of the venue for many of its traditional bookings meant that the hall experienced a period of decline, and this, coupled with increased costs and inefficiencies as well as the need for the Council to make financial savings, saw the halls service cut as a budget option in the early 2000's and the Hall was subsequently closed for business on the 1.8.2002. At that time, Officers were asked to identify a mechanism by which the Hall could be made available for hire subject to the entire cost being met by the hirer and without any subsidy by the Council. The Council therefore began to self manage the Hall using existing resources and hired in technical support from a service provider as and when required, and as a result the hall has had a measure of success in attracting and staging a variety of different events and bookings. The Council is now looking to engage with a suitably experienced events management company to build upon the success of the hall in attracting events and increase further the turnover achieved to date through the establishment of an events management partnership with the Council. A report was recently prepared and submitted to the Council's Executive Management Team which looked at a number of options for the future management of the hall and the provision of technical support. The preferred option is to outsource the entire package including box office support but retain overall management control through a partnership agreement. The Council will continue to own and maintain the building and will retain the full hire fees for the venue, whilst seeking an external partner to manage the events and to provide commercial advice and support. The Council would also seek a profit share of the technical package charges, catering and bar service. Buildings within the scope of the arrangement The main venues are the Queen Elizabeth Hall, the Garforth Suite at Chadderton Town Hall and the function room at Failsworth Town hall. However other buildings managed by the Council may from time to time require events management support and the arrangement should take into account the flexibility required to facilitate this. The Queen Elizabeth Hall is a purpose built hall of entertainment constructed during the latter half of the 1970's, and has a maximum capacity of 1 500 standing, 1 242 theatre style and approximately 600 cabaret style. The venue is constructed around a main auditorium with bars in the North and South wings of the main auditorium. Movable walls separate the bars from the main hall. A three door lift gives access to the underground storage areas, the main hall, the stage and green room and dressing rooms. To the rear of the hall is an extension area known as the Chadderton Suite with a balcony area above that also serves as the staff restaurant, known as the Failsworth suite. In each of the low height supporting areas, movable walls separate the areas as required. There are four separate bars, two adjoined to the main hall, and one in each of the Failsworth Suite and the Chadderton Suite. The bar in the Failsworth Suite has been decommissioned. There is a full commercial kitchen to the rear of the Failsworth Suite and a servery at the rear of the main hall adjacent to the Chadderton Suite. The main entrance on the eastern elevation of the building is the location of the box office, a back office facility and cloak rooms. The venue is fully air conditioned. Whilst the building is well maintained and in good repair, there has been little significant refurbishment of the facility and it would benefit from a refit. Chadderton Town Hall was constructed in 1912 and was refurbished internally during 2008. The ball room, known as the Garforth Suite, is a popular wedding venue and is also widely used for meetings seminars and presentations. The Garforth Suite has a small bar area and can hold up to 200 people, and a small catering kitchen in an adjacent corridor. The function room at Failsworth Town Hall was created as part of the refurbishment of the old Failsworth Town Hall, and which re-opened in the Spring of 2011. It comprises of a main function room, bar and a small catering kitchen. It is of modern design with glass curtain walling to two elevations with views onto the waterside. In addition to the main halls, it is likely that the events management partner will be required to develop and support other venues managed by the council from time to time. Objectives. The overall objectives (in no order of relative importance) of the proposed partnership will be: — to ensure that the halls maximise income opportunities, — to bring in investment into the infrastructure of the Halls to ensure that they are fit for purpose and present an attractive and competitive venue, — to explore new markets and to develop existing ones, — to bring in new clients, — to increase the usage of the halls and associated spaces, — to improve and invest in the technical equipment within the halls, — to develop links with the community to encourage wide participation in events, — to encourage the use of the venues by all parts of the community. SP266 - stoma care service. The stoma service in the South of the Trust covers the populations served by Darlington Memorial Hospital and Bishop Auckland Hospital. There are three consultant colorectal surgeons, and in 2010, 118 stomas were formed as part of the surgery for colorectal disease. There are two stoma nurses within the team, one full time specialist nurse, and one 30hr stoma support nurse. Together they provide a service across both the acute hospital and community. They provide support pre-operatively and are involved in the pre-assessment process of the patient. They also see patients for post operative teaching and stoma care on the ward, and in the patient's home on discharge. Patients may be discharged form neighbouring Trusts, and referred to our stoma team for continuing support if necessary. They also see patients in nurse led clinics. The role of the stoma nurse also involves teaching junior nursing and medical staff both within the hospital and into the community. The provision for this includes the Stats Wales website; a free-to-use public service that allows users to view, manipulate, create and download tables from the most detailed official data on Wales. The website now provides a critical data dissemination service to stakeholder organisations, having a regular (registered) user base of 1500 with an average daily hit rate of 3000. Nutrition Programme - Operational Research and Impact Evaluation (ORIE). DFID wishes to commission an operational research and impact evaluation (ORIE) component for a newly approved programme called improving maternal, newborn and child nutrition in northern Nigeria (INNN). The goal of this programme is to improve the nutritional status of 6.2 million children, treat at least 140,000 acutely malnourished children, and contribute to a reduction in child mortality by 43 % in five states in northern Nigeria. The research component will examine the wider determinants and structural barriers of under nutrition. It will generate new evidence that will fill knowledge gaps in addressing under nutrition and measure progress, quality (process evaluation) and advice on critical elements required for a sustainable strategy. The INNN programme is a 6 year, £50 million programme that will deliver a number of direct interventions for the prevention and treatment of malnutrition. This includes community-based management of acute malnutrition (CMAM), vitamin A supplementation and deworming, and promotion of improved infant and young child feeding (IYCF) practices.
