Pre-qualification questionnaire: It is important to note that this PQQ, must be completed by the economic operator and returned/submitted back to the procurement manager at South Somerset District Council in the prescribed format. Pre-amble and introduction: (SSDC) Like many public sector or organisation South Somerset District Council constantly reviews how services are offered and challenge service provision from directly supplied to outsource. During this period of tight budgetary constraint the Council is and continues to review service provision. One area that has come under review and if you will question, is the running and provision of a day nursery for staff and the community by the Council. Together with the site and building cost the Council would like to assess the potential, for a private sector, or voluntary sector or an independent supplier to take over the provision of the councils day nursery. The main driver's for the council in seeking an alternative provider are as follows: 1. Removal of the nursery site as a long-term liability from the Council, given that over 50 % of the site no longer used by the council: 2. To gain an improvement in the commercial variability of the day nursery provision; 3. To increase the provision and investment in day nursery provision with using vital council funds. The above are not to be taken as in order of preference of an indication of any future weight to be applied within the selection process. However they should be guide, to assist bidders to establish if they wish to be considered and therefore minded to submit a PQQ. Bidders should be very clear, that they are bring asked to take over not only the running of the nursery but to make plans to take over the ownership and off the buildings and the site also, and a commitment will be sought from each supplier and that they would be prepared to do so with a reasonable time period from commencement of contract to provide the service (between 1- 5 years). Bidders are reminded that they will have 2 options provided to them at the post qualification stage, they are: A. To tender for the site and operation operated by the council at the current nursery to take on the clients and staff at the Council and then to develop the nursery and its spare capacity as a community places and to offer those on the commercial market; B. To tender for the site and the operation of both the Council and the Yeovil District Hospital Day Nursery provision. To take on the client base and staff of both operations and form a combined day nursery on the council provided site. YDH will be closing their site if this option is perused to conclusion. In this option, no commitment can be made as to if clients currently using the day nursery at the hospital will in fact move over to the new provision at Preston rd. Pre-amble and introduction: YDH Yeovil District Hospital has provided a day nursery for staff for a numbers of years from an adapted set of building located within the hospital grounds. The buildings need substantial investment to bring them up to date and make them suitable for a day nursery into the future. The trustees of the hospital have concluded that using PCT funds to build new building on the site would not be a good use of hard-pressed capital funding at this time. The Hospital has in the past tried to stimulate private investment into the site in the provision of a new build day nursery within the hospital grounds, however this was unsuccessful. It is hoped that in combining the requirements of the Hospital with those of the district Council we will be able to offer sufficient capacity to encourage good quality bids from the market place. The combined new site operation if successful is about a mile away from the current hospital day nursery. General notes: TUPE will apply in full to either option. The take on and purchase of the site and buildings is a fundamental aspect of the process, bidders not willing to take on the liability should refrain from submitting expressions of interest. The site will be sold with a covenant restricting future use of the site, however this may be removed at an agreement with the council at some future date pending approval of any uplift in value that sale of the site may command.
