UK-Leicester: library management system
Library Management System 3073/12 – Cambridgeshire and Suffolk County Councils. Library management system. ESPO has been engaged by Cambridgeshire County Council and Suffolk County Council to assist in a procurement process to identify and appoint a library management system provider for each authority (the new systems becoming operational on 1 April 2012). Cambridgeshire County Council and Suffolk County Council are both members of Spine – Shared Partnership IN the East. This is an organisation comprising a number of library authorities in the east region whose aim is to promote joint working wherever practicable in order to maximise operational efficiencies, share resources and pool expertise. In this present instance, the councils are acting within the Spine framework to conduct a collaborative procurement exercise on the basis that ideally a single LMS solution will be selected. However Spine will not itself enter into any contracts as a result of the tender process – contracts will be formally awarded by or on behalf of each individual authority. While it is likely both council's requirements will be awarded to a single supplier, the right is reserved to make a separate award for each council should it not be in their best interest to proceed with the same supplier. Suppliers should note that supplementary to the above, ESPO is also conducting a procurement exercise to establish a framework agreement with one or several suppliers to provide library management system solutions to local authorities within the UK. Whist a separate notice has been placed for the framework, suppliers should note that the same Invitation to Tender document will be used for both procurement exercises (i.e. for the framework agreement and for Cambridgeshire and Suffolk's requirements). Doncaster & Bassetlaw Hospitals NHS Foundation Trust is seeking to contract with a partner organisation to undertake a phased replacement of its current telephone systems with an IP telephony abd Unified Communications Solution. The scope of the Contract will inclyude the detailed design,supply, commissioning, implementation, maintenance and support of the solution. The selected partner organisation will be required to work with the Trust for an initial deployment of IP telephony and associated applications, including consolidating the trust switchboard, followed by the migration of the complete voice system currently serving approximately 4 000 users. The solution will be required to integrate into the Trusts Microsoft Exchange and Active Directory environment. The programme will commence in 2012 with anticipated completion by 2017. ESPO is seeking to establish a framework agreement for the provision of Library Management System (LMS) solutions to local authorities within the UK. The framework will be divided into the following 2 lots: Lot 1 – Client Hosted LMS Solutions and Lot 2 – Supplier Hosted LMS Solutions. Suppliers will not be required to bid for both lots, and may just bid for one lot if they wish to do so. Depending on the nature of tenders received, it is envisaged that up to 6 suppliers will be included in the framework agreement. Although there is no firm guarantee of value or volume of business under the framework, there are a number of local authorities who have expressed an interest in using the framework during its lifetime. Suppliers should note that supplementary to the framework agreement, ESPO is also conducting a procurement exercise on behalf of Cambridgeshire and Suffolk County Councils, to identify and appoint a library management system provider.
