Expressions of interest are invited from contractors who may wish to apply a 4 year framework agreement for the provision of impounding and immobilisation services to the Vehicle & Operator Services Agency (VOSA). The framework will be split into two lots with contractors being able to apply for either or both. The first is for the roadside recovery, secure storage and disposal of Heavy Goods Vehicles and Public Service Vehicles identified by VOSA as being illegally operated, i.e. without an Operators Licence where one is required. The second is for the removal of immobolisation devices from commercial vehicles at a variety of locations. Both lots require contractors who are able to cover all locations within England, Scotland and Wales. Start Up Lancashire Programme. Business-development consultancy services. The Council is seeking to appoint service providers for the provision of new business start up support as part of the Start Up Lancashire Programme. The Council is seeking to appoint service providers with funding available to match European Regional Development Funding only. Any service providers that do not have cash match funding to meet the minimum requirements defined in the contract specification will not be scored. Start up Lancashire is funded by the European Regional Development Fund (ERDF) and any such contract award is subject to a formal project appraisal and grant offer being received by the Department of Communities and Local Government. The Council reserves the right to abandon the procurement process should the programme not receive approval. The programme is funded as part of Priority 4 "Business start up support in disadvantaged communities and for groups under-represented in enterprise" which focuses on supporting those groups that experience barriers to starting a business or are in the early stages of growing a business. The aim of this contract is to deliver a programme of support for the establishment and survival of new businesses, including social enteprises. The programme is specifically aimed at benefitting individuals from under-represented groups (defined as women, BME, people with disabilities, social enterprise, young people, older workers, lone parents, ex-offenders, asylum seeker and refugees) and individuals considering setting up a business in key target wards (defined as Lancashire eligible wards by out-of-work benefit claims.) provide support for the establishment and survival of new businesses, including social enterprises.
