UK-Bradford: social work and related services
Youth Contract – multi agency support for 16-17 year olds who are NEET. Increasing the participation of 16 to 24 year olds in education, training and employment not only makes a lasting difference to individual lives, but is central to our ambitions to improve social mobility and stimulate economic growth. Through the Youth Contract, The City of Bradford Metropolitan District Council (the Council) are intending to secure innovative programmes specifically to support disengaged 16 to 17 year olds to move into education, training or employment with training. This will help to support the local commitment to full participation for this age group as the participation age is raised to 17 in 2013 and 18 in 2015. This programme of additional support will be focused on young people who are not in education, employment or training (NEET), have low levels of attainment and a range of factors that put them at greater risk of long-term disengagement. Providers will be given freedom to design and tailor a programme of support to help them move into full-time education, an Apprenticeship or a job with training. They will receive payment by results depending on how successful they are at helping young people to make a sustainable move into a positive outcome. This element of the Youth Contract has three key objectives: Objective 1 – This is the main objective of the programme – Support 16 -17 year olds who are not in education, employment or training and at risk of long-term disengagement. Support will be provided that results in them moving into education, training or employment with training and sustaining this outcome. Objective 2 – Increase these young people's experience and qualifications so that they have the opportunity to continue in education and successfully find work, reducing the proportion that become unemployed in adult life. Objective 3 – Test methods of local delivery and payment by results, increasing the effectiveness of these models and developing best practice. Applications are invited from single organisations or partnerships to deliver this service. The Council welcome collaborative, partnership based bids and bids from organisations who have expertise in engaging with vulnerable groups such as young people who are homeless or face home life issues, young people leaving a Pupil Referral Unit, young offenders, young parents and those who are soon to be parents. The framework is expected to be for a period of one year from September 2012, with the option to extend by up to two one year periods at the councils descretion, with values given being indicative only and are for the initial contract period only as the council can not guarantee the future level of need under this arrangement.
