As in I.1. The Highways Agency has a requirement for a Specialist Project Services Framework. The work is divided into 4 Lots as follows: Lot 1 – Development & Review of Policy & Operational Services; Lot 2 – Interview Data Collection, Processing and Management; Lot 3 – Post Implementation Evaluation; Lot 4 – Asset Data Capture and Production. The broad outline requirements for each Lot are provided in Section II.1.8. The work in each Lot is varied and may include any or all of the requirements. Suppliers should note that the requirements in each Lot are not an exhaustive list. Suppliers should note that in expressing an interest in Lots 1, 2, 3, and 4 they will be expected to deliver all of the services within those Lots. Those suppliers interested in supplying services can choose to deliver against any one or more Lots. The HA will require each service to be provided nationally throughout all of its seven regions – the North East, North West, East Midlands, West Midlands, South East, South West and the East of England. In response to the OJEU, suppliers should indicate which Lot(s) they are expressing an interest in. Suppliers will be expected to demonstrate their ability to deliver assured high quality communication and public liaison throughout the contract duration. If successful a supplier, will be appointed to a panel of service suppliers to whom the HA may issue Orders, "call-off services", under the conditions of contract. At the time of such call-off services there will be no further negotiation of the basic terms of the conditions of contract. Where it is not apparent from the basic terms of the Framework which supplier would offer the best proposal in respect of a particular call-off service, the HA may conduct a "mini-competition" among those suppliers considered capable of providing that particular call-off service. This will not commit the Agency to any expenditure and all associated tasks will be the subject of the Governments new spending controls. Provision of CATS for Musculoskeletal Disorders for South Tyneside. South Tyneside Primary Care Trust seeks to commission a GPSI led Community Based MSK Clinical Assessment and Treatment Service based in South Tyneside. The Clinical Assessment and Treatment Service (CATS) will provide an alternative to the traditional Hospital Outpatient Service, offering patients a choice of a community-based intermediate level assessment with diagnostic tests, treatments or therapies to which they can be referred by their GP if they have Musculoskeletal (MSK) disorders. The CATS will clinically assess presentations and manage conditions providing a viable alternative to existing sources of care for patients. Patients referred to CATS will need assessment and management, requiring a level of clinical skill beyond that available from their own General Practice or primary care provider. The overarching aim will be to enhance the management of patients within primary care and actively manage the demand for secondary care services; ensuring patients have speedy access to appropriate treatment. Appropriate referral onward to secondary care following assessment will help to provide diagnostic information and needs assessment data, enabling better future MSK service planning and service improvement. The service aims will be to: Provide services convenient to patient needs. Reduce waiting times for patients. Improve patient experience. Streamline patient pathways. Reduce referrals to Orthopaedics and Rheumatology in Secondary Care, leading to the appropriate secondary care referrals dealt with more rapidly. Reduce follow up rates.
