The British Trust for Ornithology are being contracted to lead a project that will look at the impact of agri-environment schemes (AES) such as the Entry & Higher level schemes we operate (ELS & HLS), on uplands breeding birds. BTO are drawning on all their contacts and experience to carry out data collection activities in 2012 & 2013, before an analysis and final report at the beginning of 2014. The main aim of the project is to assess the effects and impacts of AES on key bird species breeding in the English uplands, especially in relation to AES agreements and individual or groups of key AES options likely to influence upland breeding birds. UK-Kingston upon Thames: repair and maintenance services of electrical and mechanical building installations
Reactive and Cyclical Engineering Maintenance and Reactive Building Maintenance Term Contract. Surrey County Council Estates Planning and Management Services manage and maintain a large portfolio of Property across the County, within which other departments of the County Council provide an array of key services to the residents of Surrey. In order to allow the safe and uninterrupted provision of these services, it is essential that the buildings remain safe, dry, and functional. The purpose of these maintenance contracts is to appoint contractors who will work in collaboration with Estates Planning and Management Services Officers to ensure that: — buildings remain in operational condition, — plant and equipment are serviced and maintained to ensure efficiency and reliability, — where failures of plant equipment or fabric arise they are repaired in a diligent fashion with minimal disruption to the users of each building. This will be across a defined portfolio of the County Council's buildings located within each operating area. Each area will cover a range of buildings. The building types will include the following County Council, District and Partners Buildings: — Primary Schools, — Secondary Schools, — Special Schools, — Adult Residential Care buildings, — Children's Residential Care buildings, — Libraries, — Countryside and Community buildings, — Offices, — Traveller sites, — Fire Stations, — Day Centres, — Youth Centres, — Data Centres, — Museums, — Police Stations and Police Facilities. Buildings may be owned, leased or managed by the Contracting Authority or any of its Partnering Authorities. Full details will be provided in the Tender documentation. It is the intention of the Contracting Authority to establish two distinct term contracts each covering a defined geographical area and collectively covering the whole of the County. Following assessment of the PQQ returns, Surrey County Council will select bidders to tender for either Lot 1 or 2, or both Lots. Either one or two contractors will be appointed to the Surrey County Council Term Contracts, East and West areas i.e. separate contractors for each of Lots 1 and 2 or a single contractor for both Lots 1 and 2. Where bidders are selected to submit tenders for both Lots and they obtain the most economically advantageous quality/ price score for both Lots then, subject to a risk analysis they may be appointed to one or both Lots. This is to allow effective risk management by Surrey Country Council maintaining a high quality of service for end users and maximise the potential for benchmarking, continuous improvement and cost savings through the Strategic Forum to be established together with Hampshire County Council and its contractors. The contracts are expected to comprise as follows: Lot 1 – West area – 157 nursery and primary Schools, 25 secondary schools, 11 special needs schools, 24 libraries, 12 fire stations, 7 care homes and 70 other buildings. Lot 2 – East area – 150 nursery and primary Schools, 25 secondary schools, 12 special needs schools, 34 libraries, 12 fire stations, 4 care homes and 90 other buildings. The Properties vary in age, and include Historic and Listed buildings, recently completed buildings and all ages between. The number and type of buildings within each contract may vary during the period of the contract as the County or its Partnering Authorities acquires or disposes of buildings. The contracts will commence on 1.8.2012 and will run for 5 years with an option to extend for a further two years in monthly or annual increments as appropriate, subject to satisfactory performance and at the discretion of the Contracting Authority. Tenderers are advised that it is the understanding of the Contracting Authority that TUPE (Transfer of Understanding (Protection of Employment)) may apply in this instance. Further information will be made available in the Tender Documentation. The contract award criteria is quality 60 % / Price (commercial) 40 %. Further details will be available in the Invitation to Tender. This procurement exercise is being conducted in parallel with the procurement of similar requirements in Hampshire County Council. In order to maximise best practice and drive out efficiencies, it is envisaged that the winning contractors from both procurement exercises in each area will be required to formally participate in a strategic forum aimed at delivering the benefits of partnership working. Full details of the aims and objects of the strategic forum will be detailed in the Tender Documentation. By working in collaboration with other appointed Term Contractors, within a Strategic Forum to be established jointly with Surrey County Council, capacity is expected to be created to deliver effective cyclical maintenance and responsive repairs services across the Counties property portfolios. The joint aims of the Strategic Forum will be to reduce waste and streamline processes through the whole of the service operations; identify and effectively manage risk; and to provide value for money. The goals to achieving these joint aims will be: a) improved processes for service delivery and the continuous improvement and development of the services; b) better use of resources to ensure that competencies are properly deployed and wasteful activities are driven out; c) added value to the whole life of a building by engaging all parties in joint working and collaboration; d) efficiency gains throughout the supply chain by standardisation, aggregation, leverage, discounts for economy of scale and to avoid bespoke procurement; e) reviews of workload and contractor capacity, identifying areas for improvement and making recommendation for efficient delivery of projects; f) provision of key performance measurement data in support of Framework KPI's; g) improved working practices in terms of service delivery and common approaches across estates portfolios; h) effective Improvement Work Groups to drive best practice e.g. waste minimisation, health and safety and sustainability; i) shared learning across frameworks; j) providing back up facilities to the Participating Authorities, within the scope of the Strategic Forum, should any one member experience capacity shortfalls or service failures.
