EC0548 QMU Reducing carbon emissions via LCC. Queen Margaret University is seeking Expressions of Interest from interested Suppliers for the development of a toolkit aimed at reducing carbon emissions from the existing Higher Education estate through the application of carbon reduction life cycle costing techniques. The Project is being co-ordinated by Queen Margaret University on behalf of the Association of University Directors of Estate. (AUDE) www.aude.ac.uk. This project and tools will support the identification and implementation of all cost-effective solutions to improve energy efficiency, reduce energy consumption and associated energy and carbon costs. In addition the project will ensure that whole life costs are taken into account within the refurbishment decision making process, providing longer term reduced operational and maintenance costs. This project should also identify opportunities arising from changes in building use and maximising space efficiency, which are not traditionally captured under refurbishment or energy opportunity assessments. The project will seek to build a sector specific toolkit that builds on existing work carried out throughout the sector, and encompass existing building modelling experience. There is a need to build this toolkit from scratch as existing building models are limited by their own intellectual property boundaries. The project will result in a free resource for HE institutes - a toolkit to inform HEI asset management plans and allow estate managers to easily identify options for refurbishment priorities to reduce whole life energy costs and carbon emissions, and retrofit opportunities for reducing operating energy costs, as well as opportunities arising from changes of building use and maximising space efficiency. Such thematic evaluation will assess two separate but related aspects and it will namely analyse the achievement of interventions undertaken through OPII and their contribution to: education and lifelong learning and enhancement of employability and adaptability of the workforce. It will therefore mainly assess: — The opportunities provided and success achieved across the Programme in increasing the participation rate in further and higher education and lifelong learning; creating lifelong learning opportunities to enable the adaptability and employability of the Maltese workforce; and in addressing skills mismatches, — The opportunities created for the unemployed by increasing their employability potential through training programmes and other tools; creating new jobs through skills improvement, and upgrading and assistance in the integration of disadvantaged groups in the labour market; the extent to which ESF interventions are addressing the skills needed in the identified different sectors financed by ESF; the progress in attaining the impact indicator of "Number of Jobs" created; and an assessment of OPII interventions vis-à-vis the two pillars of the European Employment Strategy (EES), namely employability and adaptability, — How far the development and delivery of interventions under assessment have taken into account the horizontal priorities and the ESF principles, — The identification of potential actions (through gaps) where ESF could intervene and which are possibly not yet addressed by the current Programme; recommending how the actions which are being undertaken could be strengthened in future Programmes; and identifying good practice examples. An Post National Lottery Company is licensed to operate the National Lottery by the Minister for Public Expenditure and Reform on the Minister's behalf in accordance with the National Lottery Act 1986. The National Lottery commenced operations in March 1987 with the purpose of operating a world-class lottery for the people of Ireland, raising funds for good causes, on behalf of the Government. The National Lottery is responsible for a number of Lottery games including twice-weekly Lotto draws and associated games, Monday Million and associated games, EuroMillions and associated games, TellyBingo, All or Nothing, a range of scratch card games and TV game shows. The National Lottery's turnover has grown from 130 000 000 EUR in 1987 when the National Lottery was launched to 761 400 000 EUR in 2011. The National Lottery now wishes to award a contract for the following, non exhaustive list of services: (1) An independent external audit of the financial statements of the National Lottery in accordance with relevant legal and regulatory requirements (including satisfying the audit requirements of the National Lottery Licence), auditing standards, best practice and good corporate governance.
