Study on 'e-Government and the reduction of the administrative burden' (SMART 2012-0061). The subject of the contract is a study which will address the relevant action in the e-government action plan 2011–2015 on the use of ICTs for the reduction of the administrative burden. This study aims at: (i) finding out where do we stand in the EU with the 'once only' registration principle and with the 'requirement to make electronic procedures the dominant channel for delivering e-Government services'; (ii) analysing the costs and benefits of reducing the administrative burden through the use of ICTs in particular when using the 'once only' principle; and (iii) providing a roadmap for further policy measures incl. an outline of possible courses for future action and an outline of possible future developments as a basis for dialogue among Member States. It provides the European Commission, Member States (also Iceland and Norway) and social partners with insights into trends concerning VET and offers advice on how European VET policy should meet the challenges Europe and its citizens face. Cedefop is planning to conclude multiple framework contracts for translation services. Services include translation, revision of translated texts, post-editing of machine translation, and editing of source language texts. B-Brussels: radar implementation of compressive sensing
Radar implementation of compressive sensing. Compressive sensing techniques are establishing a new paradigm in data acquisition and signal processing that allows sparse signals to be sampled at a much lower rate than the until-now compulsory Shannon-Nyquist rate. In radar systems with the need to use wide bandwidths and/or many receiver channels, compressive sensing can provide a significant reduction in important parameters like acquisition time, pulse repetition rate and computational workload, leading to a possible reduction in data size, complexity, weight, power consumption and costs. These techniques are applied as well to imaging systems in the optical range. The principal aim of this study is to analyse radar and electronic warfare applications where CS can be best suited and perform a thorough analysis of benefits and drawbacks for those applications which can benefit from these new techniques. It will demonstrate the principles of compressive sensing and algorithms that allow sparse signals to be reconstructed from random samples of a radar signal through an analysis of the state of the art and the existing work related to the application of these techniques to the aforementioned fields. As synergies with applications based on optical signals are desired as well, optical applications will be included, if possible. The study should identify and describe radar technology solutions based in the application of compressive sensing which could become subject of future capability-oriented R&T investigations and projects. The source code showing the feasibility of the proposed applications has to be provided. A technology roadmap should be proposed with the prioritisation of the solutions to radar applications, technology gaps and timescales to achieve the capability. CPV: 73000000. ...


B-Brussels: civil-military certification qualification methods for military helicopters (CMC)
Civil-military certification qualification methods for military helicopters (CMC). Certification and qualification activities are particularly long and exhaustive when dealing with airborne equipment, where safety and airworthiness are essential and legal factors. This is particularly the case for helicopters, which have an inherently higher level of risk and which by necessity must try to concentrate high technology and critical systems in a very limited space, while carrying aircrew (and possibly passengers) altogether. Although certification and qualification processes are well defined both for civilian helicopters (with requirements established by EASA) and for military platforms (which follow processes defined by the national military airworthiness authorities) it appears that both processes are quite disconnected. Some requirements for civil certification may be not applicable for the military certification, and vice versa (for instance, the certification of low-level night flying with night vision goggles and all lights switched off with cockpit lighting dimmed, whilst necessary for the military certification, is not relevant for civil certification and is not recognised by EASA who have no competence in this area). As a consequence, a helicopter type that has potentially both civil and military applications and customers would have to follow 2 parallel certification processes, both of which may have many synergies. This is particularly the case for future helicopters (for example the future transport helicopter) that could be used for both civil and military applications. The study proposal aims at merging the civil and military requirements for the certification and qualification of future helicopters. Current experience shows that there is significant potential for developing a combined certification/qualification process for a helicopter under civil European regulation and military specifications in parallel. UK-Leeds: highway maintenance work
Area 10 Asset Support Contract. The successful Contractor will be required to provide integrated network management, maintenance, improvement activities, incident management, event management and contingency planning on the all purpose trunk roads and motorways in Highways Agency (HA) Area 10 in accordance with HA's standards and objectives. Duties to include: Routine and cyclic road and bridges maintenance works, winter maintenance and delivery of road, structures/bridge and technology schemes in HA Area 10 up to a value of 4 000 000 GBP. Consideration is being given to increasing this limit up to a maximum of 8 000 000 GBP. The final contract documentation will confirm the limit; Co-location with and supervision/management of the Highways Agency Regional Technology Maintenance Contract (RTMC) for Area 10 and 13. Duties may also include the following: Provision of planning advice, design, co-ordination and supervision of maintenance (unlimited by value) and improvement schemes up to the value specified above.
