The MOD has a requirement for Mechanical Handling Equipment and associated attachments and services to replace those currently provided under arrangements that will expire during 2013. There are also a number of assets on Royal Fleet Auxiliary (RFA) support ships. The total fleet numbers are approximately 3 100 assets. The DMHE fleet is not expected to be deployed on Military Operations. The contracting authority is seeking improved fleet management from the new contractor to reduce the number of assets in the new contract. It should also be noted that elements of the MOD are subject to consideration of sale/outsourcing as part of the Strategic Defence and Security Review and Spending Review 2010 and as such the DMHE contract will contain provisions that accommodate the transfer of responsibility in such circumstances. The provision of mechanical, electrical and fabric maintenance for the Civil Aviation Authority's (CAA's) premises. The CAA has an ongoing requirement for mechanical, electrical and fabric maintenance at its two main sites, as detailed below. The Contractor must have relevant experience of running performance contracts of similar size and complexity and working with appropriate blue-chip companies and / or public bodies. 1. CAA House (located at Holburn, London) CAA House is a 1960s built headquarters building of about 32 300 m². It comprises of a high-rise building of a ground floor, plus fourteen floors (known as One Kemble Street) and a rectangular office building of a ground floor plus seven floors (known as CAA House). These two buildings are linked on the 1st and 2nd Floors. There are two basement levels, which comprise of workshops and storerooms beneath the whole site. Both buildings have perimeter heating from a shared boiler house situated on the 15 th Floor of One Kemble Street and are comfort cooled via. separately mounted roof chiller plant. All major plant is controlled by a BMS system. They each have a L3 fire alarm system, shared access control and CCTV systems. 2 low-rise and 4 high-rise lifts serve the whole site. 2. Aviation House (located at Gatwick Airport South, West Sussex) Aviation House is an air-conditioned building consisting of 2 office blocks linked by an atrium, the gross internal area is approximately 13 000 m² (inclusive of the atrium which houses the reception and lifts to all 4 floors). The building accomodates approximately 750 staff. Aviation House was constructed circa. 1987 and it uses a number of widely used computer-cased systems such as CCTV, access control, BMS HVAC control etc. THe building is set in its own grounds and has staff and visitor car parks. For both CAA House and Aviation House, the Contractor shall be required to carry out both planned and unplanned maintenance work, as directed by the CAA's Estates Services teams and helpdesks. In addition to its own labour, the Contractor shall be responsible for the management and co-ordination of any subcontractors used for maintenance and installation work. 3. Regional Offices In addition, there shall be a requirement for the Contractor to carry out planned mechanical and electrical work at its offices in Crawley, Luton, Manchester, Stirling and Weston Super-Mare. The Contractor must be able to perform the service for all of the CAA sites detailed above.
