UK-Liverpool: construction work
Principal contractor framework agreement in relation to the development of "Liverpool 2" (Liverpool's new deep water container terminal), Port of Liverpool, United Kingdom. The contracting entity plans to build "Liverpool 2" (Liverpool's new deep water container terminal) which will be located adjacent to the Royal Seaforth Dock at the Port of Liverpool ("the scheme"). The scheme comprises the construction of a new quay wall of the following approximate dimensions - 850m length x 30m height. The quay wall will enclose an area of reclaimed land which will be surfaced to form a container terminal area of approximately 22 hectares. A berthing pocket will be dredged in front of the new quay wall, from which it is anticipated that approximately 1 000 000 m3 of dredged material will be removed. It is also anticipated that approximately 2 500 000 m3 of suitable dredged material obtained from a variety of sources will be used as infill for the reclaimed area of land behind the new quay wall. The Scheme will also include improvements to the existing Port infrastructure, the acquisition by the contracting entity of plant and equipment including cranes, container carriers and road trains, and the construction of new buildings and the installation of security systems. It is anticipated that the quay wall construction, dredging and backfilling works will be awarded to one economic operator (the "Quay Wall Contractor") under a separate contract which is the subject of a separate contract notice issued by the contracting entity. This contract relates to setting up a framework agreement under the terms of which the contracting entity may "call-off" various works and services including "supervisory/project management" services, "advance" works and "ancillary" works, further details of which are set out below: The "supervisory/project management services" may include (without limitation) the following: — advising the contracting entity on overall project buildability issues, logistics, health and safety, "lay down" areas, welfare, design, procurement, security and general site/project management and housekeeping, — undertaking the role of principal contractor under the CDM regulations, — advising the contracting entity on variant bids for the Quay Wall Contractor package (if applicable), — managing the storage and delivery arrangements of plant, equipment and materials required in connection with the scheme, — undertaking any inspections of plant, equipment and/or works required in connection with the scheme, — assisting the contracting entity in the appointment of the Quay Wall Contractor, — programming, planning, co-ordinating and supervising any contractors and/or consultants engaged by the contracting entity in connection with the scheme, — integrating with the contracting entity's in-house project team and external advisors, — assisting the contracting entity with the procurement of, and managing the installation of, quayside cranes and container handling equipment, — assisting the contracting entity in the management and co-ordination of the Scheme, which will be undertaken within the constraints of an operational port environment under the obligations of ISPS (International Ships Port Security), — supporting and/or managing the installation, testing and commissioning of plant and equipment and undertaking various post-completion matters including assisting in the development of maintenance processes and protocols, — providing such other services as may lie within the economic operator's expertise so as to assist the contracting entity in developing and delivering the scheme. The "advance" works may include (without limitation) the following: — site clearance and removal of unsuitable materials, — protection, diversion and/or abandonment of site services, — construction and decommissioning of temporary access roads, — provision and maintenance of site accommodation and welfare facilities, — provision of site security and access, — providing temporary power supplies and other services and maintenance of the same throughout the scheme, — works that may be required to assist in the relocation of existing tenants, — site storage and compound, — provision of plant and equipment for loading and off-loading goods and materials. The "ancillary" works may include (without limitation) the following: — providing and installing quay wall furniture and fenders, — surfacing works required in connection with the scheme, — rail foundations (ground bearing and/or piled), — construction of buildings including (without limitation) maintenance workshop, amenity block, car parking facilities, border control and inspection facilities, — surface water drainage systems, — improvement works to the existing port infrastructure, — providing such other works as may lie within the economic operator's expertise so as to assist the contracting entity in developing and delivering the scheme. Having regard to the above, it is anticipated that the successful economic operator will have, or will have within a joint venture or consortium arrangement, civil engineering, contracting, project management and supervision experience in connection with equivalent schemes. Important - interested parties should be aware that the successful tenderer (and companies within its group), whether acting independently or within a joint venture or consortium arrangement, will be required to supervise the Quay Wall Contractor. It is anticipated that this contract will be awarded prior to the negotiation stage of the Quay Wall Contractor tender. In the event that this contract is awarded to a bidder participating in the Quay Wall Contractor tender, the successful bidder will be required to withdraw from the Quay Wall Contractor tender before it can accept this contract.
