FITS SIAM Services. As set out in the MoJs PIN and accompanying Prospectus for the Future IT Sourcing Programme (FITS) the MoJ's current major ICT contracts were negotiated prior to the creation of the MoJ. As a result, the contracts are broadly aligned to business units within the Authority (e.g. NOMS, HMCTS, Headquarters) rather than supporting economic, standard and integrated services across the Authority. These legacy contracts are due to expire in the next few years. The FITS Programme has been established to implement a Service Tower operating model for the delivery of ICT Services across the MoJ and to procure replacement contracts that align with and support this model. This Contract Notice covers the procurement of Service Integration and Managment (SIAM) services. Market engagement has indicated that potential suppliers across all the proposed Service Towers were firmly of the view that the SIAM would have to operate in a neutral fashion to ensure fairness in the governance of new operating model. Accordingly, the MoJ has a strong preference for the SIAM service provider to be wholly independent from those service providers awarded contracts for other Service Towers although the MoJ does not propose to place any specific constraints on the number or combination of contracts for which any supplier may bid in this and later competitions. However, in order to minimise any conflict of interest, the succesful bidder for SIAM services will be asked to demonstrate appropriate ethical walls are in place between the parts of its organisation responsible for the delivery of SIAM Services and those parts that may be responsible for the delivery of services in other Service Towers. Objectives: to identify and examine the governance and operational structures in which member states, and (potentially) other targeted countries, deliver their official control duties for feed and food. — Provide an understanding of alternative governance and operational structures in existence - including the drivers for them - in which official controls are being delivered, — Identify and examine the governance and operational structures used in the delivery of official control duties for feed and food; including systems for recording and sharing information, established processes for monitoring and responding to shared information, and communication systems or processes utilised by the central competent authorities and those actually carrying out official controls, — Identify good practice and/or lessons to be learned from the governance and operational structures for the delivery of official controls within the context of the ROCD programme, — Collate evidence in a format that can be used to analyse and contrast the delivery of official controls examined in other countries, to those carried out by local authorities (LAs) and port health authorities (PHAs) in the UK.
