Provision of gas meter and electricity meter testing services. The National Measurement Office (NMO) has GB (i.e England, Scotland and Wales) statutory responsibility for testing gas and electricity meters when accuracy is disputed. These duties are described by section 17 of the Gas Act 1986 and by Schedule 7 of the Electricity Act 1989. This contract has been awarded as a consequence of a retender of the services which are presently undertaken under contract by a provider of technical services at 2 sites in England. Some duties are undertaken off-site. That contract was awarded in 2002 and is due to expire in November 2010. The contract was originally awarded by the Office of Gas and Electricity Markets (Ofgem). The contract was novated to NMO when statutory duties for gas and electricity meters were transferred through the Energy Act 2008. Conformity of the services with statutory duties will be monitored, on an on-going basis, by the Utilities Metering team of NMO. Scope of contract: Gas metering. — Examination and certification of disputed domestic and industrial gas meters, — In-situ examination of industrial gas meters following minor repair by manufacturers and/or meter owners. Electricity metering. — Examination and determination of disputed domestic and industrial electricity meters. General. — Ad-hoc consultancy support. The number of gas and electricity meters submitted for disputed meter examination is determined by external factors outside the control of NMO. NMO may review the current approach and arrangements with relevant industry stakeholders. The outcome of this review may result in a reduction of meters submitted for examination. Therefore no guarantee of the level of work is provided. Use of consultancy support will be dependent on the experience and expertise of the available resource. Support may be requested in areas such as standards development, representation at international forums and assessment and monitoring of in-service testing arrangements.
