CP654-09 Corporate communications agency framework. The Corporate Communications Unit is located within the Office of the Chief executive of Devon County Council. The unit is managed by the Head of Corporate Communications who reports to the Chief Executive. Political responsibility lies with the Leader of the Council as portfolio holder for communications. The unit's chief tasks are to support the delivery of the County Council's strategic plan and the Community Strategy. Our key aims are to reflect the values of the County Council and provide clear, effective channels of communication with: — All stakeholders, including hard to reach groups, to ensure there are good opportunities to engage with the County Council and have their views taken into account on policy making, service development and issues that matter to them, — Citizens, to ensure a positive, well informed and recognisable profile of the County Council in their community, — Staff, to foster a corporate team spirit of trust and loyalty in which individuals feel valued and aspirations to excellent public service are encouraged, — Members, to support their work as elected representatives and strengthen local democracy, — Partners, to create and maintain effective partnerships that benefit the communities we serve. The unit therefore has lead responsibility for the Corporate Communications along with the County Council's protocols for its corporate identity and communications standards, and the communications audit through which the authority engages with stakeholders on developing and maintaining its communications. At present DCC has a devolved team of communications professionals residing in both the corporate centre and within the directorates and services. Tasked with communicating with their audiences (internal/external, partners, service users or citizens) they use a number of communications channels, media and services/products. To help the Corporate communications team achieve these objectives various services are used ranging form full service promotional agencies to media space buyers to provide anything from a complete long term promotional project (recycling schemes etc) to just placing a newspaper ad for a contract opportunity. To rationalise the purchase of these services it is the intention of this Invitation to Tender to culminate in the setting up of a framework agreement divided into several lots with up to five suppliers who are able to supply some or all of the lots. The approach and methodology used in the surveys has resulted in comparable data that can be used to measure trends and to drive change across the organisation. A number of organisation wide projects have been implemented on foot of these survey results to effect change across the business and ultimately improve our service to the client.
