UK-Trowbridge: trowbridge county hall remodelling works. The remodelling of Trowbridge County Hall is a part of the Council's "Workplace Transformation Programme", the vision for the project is to: "create a modern, flexible workplace, incorporating a shared food offer, customer access and library whilst maximising the potential for partner co-location. To work within agreed financial and programme constraints, life cycle costing and sustainability guidelines". In addition, the successful Applicant will be expected to contribute to achieving a projected cost in use saving over 25 years as justification for this project. It is within the context of the "Workplace Transformation Programme" that Applicants must make their submissions to show how they are able to focus their approach, expertise and contribution to the Council's vision. The project scope of work involves two distinct phases: — Modern Extension to County Hall (MECH). This phase involves the upgrading of the existing 1974 extension, which will involve the new build in filling of the courtyard area, between MECH and the original 1935 building, to create new public space as well as adapting and enhancing the building entrance. Within this phase of County Hall will be housed the reception, library, cafe and catering facilities, customer access function, office space, flexible workplace solutions, meeting rooms, touch down areas, break out areas as well as an upgraded toilet provision. A Contractor will have full access to the MECH phase, subject to maintaining services and ancillary functions. This will be achieved by decanting the staff and existing functions to a temporary office facility being prepared in a former school building. — Old County Hall (OCH). This phase of the project involves the upgrading of the existing 1935 county hall building to provide flexible workplace solutions, largely given over to office space with the Registrar function and touch down and break out areas, drinks areas, upgrading of toilets and meeting rooms. The Council's aspiration is to employ best practice knowledge and achieve the highest practical sustainability rating within the project constraints. The Council wish to minimise pollution, reduce consumption of natural resources, reduce energy consumption (during material consumption, construction and use) to achieve a healthy comfortable space to work and/or use. Requirement for an x-ray computed tomography (CT) system that meets the following parameters: Even though a manufacturer may not be able to meet, or exceed, all the specifications in this text they are still invited to tender specifying where they do not meet it and by how much. — A modular system comprising of the following upgradeable components: —— A microfocus x-ray source, —— A five axis (x, y, z, rotation, tilt) specimen manipulator, —— An image acquisition system, —— A computer and associated hardware and a suite of software. The physical system excluding the computer will be incorporated in a cabinet not exceeding 4 m in length. Radiation shielding will comply with current UK legislation for radiation protection of classified persons. As a whole the system will be capable of carrying out the x-ray examination of specimens such as printed circuit boards and other layered structures of a generally rectangular volume not exceeding 300 x 300 mm x 40 mm. The manipulator will be capable of supporting up to 8 kg. The system must be able to produce a 3D CAD model following the CT of, for example, a PCB and to allow for this model to be testable against the original design. The computer should be able to control the entire process from set-up to the display of the initial CAD model. The computer should be able to detect system faults and temporarily suspend the process. The system is expected to a life time of 15 years and the materials and workmanship will reflect this. The system operates in 2 modes. A: Volumetric reconstruction mode and 3D CAD; B: A 2D projection mode.
