Tender number 77 2009 toxicology review. Background. The General Toxicology and Biomonitoring Unit of the health Protection Agency (HPA) requires the preparation of comprehensive toxicological / epidemiological reviews for a number of independent Committees supported by the Department. These are primarily the Committee on Mutagenicity (COM) and the Committee on Carcinogenicity (COC), but also for working groups of the Committee on Toxicity (COT), the Advisory Committee on Pesticides (a Committee of the Pesticides Safety Directorate, Defra), the Committee on the Medical Effects of Air Pollutants (COMEAP) and its working groups. This work is currently being carried out under the terms of a contract between the Health Protection Agency (The Authority) and the Imperial College, London Department of Experimental Medicine and Toxicology. Scope of Work. The preparation of comprehensive toxicological / epidemiological reviews for the Committee on Toxicity of Chemicals in Food, Consumer Products and the Environment (COT), Committee on Carcinogenicity of Chemicals in Food, Con-sumer Products and the Environment (COC), Committee on Mutagenicity of Chemicals in Food, Consumer Products and the Environment (COM) and the Committee on the Medical Effects of Air Pollutants (COMEAP) is required in preparation for the regular meetings of these Committees. On average, the COT meets 6 or 7 times a year; the COC, COM and COMEAP each meet 3 times per year. This will require the critical appraisal of extensive published lit-erature or of unpublished submissions on laboratory studies from industry. The area covered by these Committees includes chemicals used in the following areas: consumer products, pesticides and veterinary residues, environmental pollutants (air, soil, water and waste). Consultancy services in connection with documentation of provision of postal services. The license for Norway Post shall ensure the provision of postal services at a reasonable price and good quality (Universal service obligation). The purpose of the universal service obligation is to ensure that there is an offer to the users of postal services throughout the country, even where market forces do not provide this. The universal service obligation is laid down in the license for Norway Post. The composition and the quality of services should be evaluated from time to time to ensure that the requirements are in line with the real needs of the users. The Norwegian Post and Telecommunications Authority (NPT) would on this basis: 1. Uncover the needs of users of universal postal services, and if the services offered are appropriate services based on real needs (individuals and small/medium business). a. If there is a need for changes in the composition of the universal postal services (is it the right services that are offered?). b. If there is a need for changes in quality of the services. We would particularly discover the need for changes in requirements for conveyance time and delivery frequency. c. Is there any geographical (and socioeconomic) differences in the needs for the universal postal services? 2. The study of basic economic consequences (including environmental costs), measured in NOK, of any discrepancy between offered and demanded service. What is the difference in environmental costs if the analysis of needs shows that the requirement to conveyance time is changed from overnight (D+1) to two nights (D+2)? 3. To evaluate alternative solutions to protect the special needs if the composition and / or quality of universal postal services in general should be changed.
