An aviation liability and war excess liability insurance covers, in general, very high limits/amounts. Therefore, the insurance is built by a number of insurers, with one so called lead insurer, who sets the conditions etc, and a so called following market that provides the remaining capacity to the extent needed. A following market shall thus accept a lead insurer´s instructions, recommendations and conditions. This procurement covers LFV´s need of a so called following market. LFV´s procurement of a lead insurer is covered by a separate procurement notice that is published simultaneously. With the regard to how the market for aviation liability insurance is segmented and functions, LFV will need a sufficient number of companies to form the following market so that these companies together with the lead insurer can cover the total insurance capacity that is needed by LFV. In case this requirement cannot be attained, this procurement procedure will be interrupted and LFV will thereafter, without further announcement, start a negotiated procurement. The companies that have applied to participate in the interrupted procurement procedure will be included in such negotiated procurement without further measures, provided they fulfil the required qualification criteria.
