UK-Tameside: provision of extra care support for older people, people with a learning disability and people with mental health needs. Tameside Metropolitan Borough Council is committed to the provision of high quality services to enable people to live in their own homes. Ideally we are seeking one provider to provide support to Service Users across four extra care housing schemes located in the borough of Tameside, however this will depend on the outcome of the tender process. Fairfield Court is situated in Droylsden and is owned by Anchor Trust. Melbourne Court is situated in Stalybridge and is owned by Contour Housing. Hurst Meadow is situated in Ashton-Under-Lyne and is owned by Hanover Housing. Beatrix House is a new build extra care scheme which is located in Dukinfield and owned by New Charter Housing Trust. Beatrix House is scheduled to be completed around mid October, 2011, therefore care provision will not be required in this scheme until after this date. Tameside MBC is looking to purchase 600 core hours across all the schemes with individual hours spot purchased to meet needs as they arise. Please note that approximately 1092 hours are currently used across the three operational schemes. This figure alters over time dependent on assessed service user need and the commissioners are mindful of employing a flexible approach given the impending personalisation agenda. Key Elements -. — Support will be provided to Service Users over seven days per week, 52 weeks per year and operate over a 24 hour day, — The Provider will work to the indicative number of core hours and individual hours identified to meet Service Users needs. This figure can alter over time dependent on assessed need. These hours are typically provided between 6:00 am and 24:00 pm each day, — Considering our approach towards personalisation the successful Provider may be expected to work with other providers in the scheme who may be providing support for individuals via Direct Payments/Individual Budgets, — The delivery of nightly sleep-ins will be included in the provision of this service. The expected sleep in period will be between 6 and 9 hours depending on the staffed daytime hours, which could typically be between 6 am and 12 midnight, — The Service will be commissioned through specified outcomes to be achieved for the individual Service User as outlined in the Support Plan. This will identify the number of care and support hours required per week to deliver the service, — The service will be provided within the scheme, and potentially offer support to Service Users in the locality subject to surplus capacity, — The service will typically include practical, personal and social/emotional care, laundry, shopping and sitting services. It will also include planned collective activities within the scheme. It is the Council's preliminary view that TUPE Regulations may apply when this contract is awarded to a new provider. It is proposed that the Contract will commence on 1.4.2011 and will run for a period of three years to 31.3.2014. The Council may, subject to approval and re-negotiation, wish to extend the Contract for a further period of up to two years to 31.3.2016. The awared of the Contract will be in keeping with a Best Value approach, which will jointly evaluate quality factors and price.
