The University seeks a strategic partner who will work with us in three stages: (i) to review the existing administrative business processes of the University, deploying proven expertise to maximise performance improvement and transform administrative processing; (ii) to develop and deliver a shared services partnership to deliver those transformed processes to the University, delivering continuous process improvement and cost-savings for reinvestment; (iii) subject to confirmation of the business case and the Finance Bill 2012, to develop and deliver a shared services proposition to offer to other higher education providers. This shared services partnership will be facilitated by recent changes in VAT legislation with regard to shared service units and will take a lead in providing high quality cost-effective services to the higher education sector. Aim of the requirment. 1.1 The requirement is for the operation and management of a National domestic abuse helpline for Scotland to be known as the "Scottish domestic abuse helpline' and hereafter referred to as "the Helpline". 1.2 The aim of the requirement is to provide a Scottish Domestic abuse helpline which is available 24 hours a day, 7 days a week and which offers high quality information and support to those experiencing domestic abuse, and to those contacting the service on their behalf. 1.3 The objectives of the service are: 1.3.1 to ensure the provision and delivery of accurate and relevant information to callers. 1.3.2 to refer all callers to appropriate support services. 1.3.3 to ensure the needs of victims from ethnic minority backgrounds are adequately addressed and provided for. 1.4 to ensure that the needs of victims who are disadvantaged through age, disability, sexual orientation, gender identity or faith/belief are adequately addressed and provided for. 1.5 to ensure the effective management, training and development of staff responsible for operating the helpline. 1.6 to develop and maintain effective working relationships between helpline staff and other organisations across Scotland involved in providing or supporting services for victims of domestic abuse. 1.7 to ensure that staff responsible for the operation and management of the helpline receive appropriate training in areas which contribute to, influence or are otherwise associated with domestic abuse e.g. substance misuse, mental health issues, forced marriage and complex needs. 2. Service principles. 2.1 The Provider must actively support and promote the role of the helpline and ensure that the objectives of the service are delivered and managed in accordance with the following service principles. In applying these service principles the provider must: 2.1 Operate an efficient open access service (24 hours a day, 7 days a week) which is free or at minimum cost to callers. 2.2 Operate as the 1st point of contact for all calls from victims of domestic abuse including women, men or children. 2.3 Operate a comprehensive risk assessment policy. 2.4 Operate a service that recognises that callers have the right to make choices and does not therefore attempt to impose any particular belief or approach to the exclusion of all others and allows the caller to terminate the call at any point without recrimination. 2.5 Operate an equal opportunities policy where no person is treated less favourably than another and which complies fully with current equalities legislation and the UK single equality scheme. 2.6 Operate on the basis of exemplary employment practices in the management and supervision of staff. 2.7 Operate within current national policy including but not exclusively the Scottish Government's strategic approach 'Safer Lives: changed lives – a shared approach to tackling domestic abuse in Scotland'. 2.8 Operate as a member of the national Telephone Helpline Association and adhere to their organisational standards.
