Design, Supply, Install & Commission of an Integrated Fuel Management System. Background: CIE has three wholly owned subsidiary companies, Iarnród Éireann – Irishrail (IE), Bus Éireann and Dublin Bus. The diesel fuel used by each company is purchased and managed by Irishrail on behalf of the other subsidiaries. While the main fuel storage depot is located on Alexandra Rd, Dublin, IE also maintain bulk stock at its premises located in Inchicore Dublin. As part of IE's fuel management responsibilities, it is required to hold agreed levels of wet stock on behalf of the National Oil Reserves Agency (NORA). Requirement: There are approximately 32 fuel sites located throughout the Republic of Ireland which are serviced from the main fuel storage depot in Alexandra Rd. While distribution to the sites is undertaken by Reynolds Logistics on behalf of IE, each subsidiary company is responsible for the issuing of the product into their respective transport fleets. The current system is heavily subscribed with manual inputs and Irishrail intend to automate the processes by way introducing a Fuel Management System (FMS). In terms of Wet Stock, the system must be capable of real time recording and reporting of stock levels on a site by site basis, and stock movements (inward & outward) also on a site by site basis. In terms of IE's requirement, the system must also be capable of recording and reporting product movement between each respective site storage tank and IE's fleet. This will involve a system of recognition between the fleet, the issuing pump systems and the FMS. There may also be a requirement to roll out a vehicle recognition system across all subsidiary fleets and this needs to be considered in the context of the overall proposed contract. The Fuel Management System must be simple, yet sophisticated, and designed to provide IE complete control over all inventory processes including but not limited to the holding, reporting, reordering of wet stock, including the dispensing of fuel across its fleet. The Fuel Management System must be a combination of both hard and software products capable of producing real time information through a WEB based programme which has the potential of being accessed from a PC anywhere in the country. The WEB base programme must be capable of producing CSV/Excel format reports. The ERP used by IE and its sister companies is SAP, therefore the proposed system must have the capability of being integrated into SAP to facilitate real time reporting & charging. Because IE will be issuing an output specification at tender stage to those candidates short listed and invited to tender, IE reserve the right to modify the output specification in line with ongoing operational requirements. This Call to Competition is the first part of the negotiated procedure which will be used to procure the proposed Fuel Management System.
