Supply of Remote Sensing Control of Area Based Subsidies. Farmers are required to submit their annual subsidy applications in prescribed form and by dates set in line with Regulation (EC) No 73/2009. According to Article 20(2) of the same regulation, the control of these applications can, as an option, be based on satellite or aerial remote sensing and use of external contractors. Remote sensing allows correct applications to be picked out so that physical inspection in the field (if necessary) can be directed to the others and to problem parcels, which should result in a reduction of the physical inspections number and control cost. The contractor will participate only in the stages related to the analysis of the remote sensing imagery. Remote Sensing uses satellite imagery as part of regulatory controls in relation to land eligibility checks for the Single Payment Scheme and the Rural Development Plan Schemes which are administered by Rural Payments Division. This process involves interpreting satellite imagery and analysing it against electronic and digital data supplied by the Welsh Assembly Government. Discrepancies identified are fed back to the Welsh Assembly Government, who can then resolve issues with physical inspections. The Welsh Assembly Government on behalf of the Welsh Ministers (Client) wish to award a Framework Agreement for the supply of remote sensing control of area based subsidies. Organisations who are appointed to the framework will be invited to quote for services outlined within the Common Technical Specification (CTS) and complemented by the National Addendum and additional requirements described in the specification document on an annual basis. Greenwich DAOPS is seeking experienced organisation (s) to provide Domiciliary (Home) Care Services to Greenwich Citizens through a Framework Agreement.
