The counter Pollution and Salvage Branch of the Maritime and Coastguard Agency maintain stockpiles of equipment around the United Kingdom, in preparation for the event of a pollution incident impacting the UK coastline. As part of this stockpile of equipment we require vacuum skimming systems. It is envisaged that the systems will be required to operate where conventional skimmers cannot, i.e. marshland, rocky beaches with small ponds etc. The system should be capable of handling as wide a range of oils as possible, but definitely including light to medium oil, diesels and emulsions - all of which may contain a degree of debris. Dismounted combat identification marking system. Personal identification accessories. The authority has a potential requirement for a Dismounted Combat Identification Marking System (DCIMS) for operational use in Afghanistan. This potential requirement has two elements: Active – device (or devices) for use by individual soldiers and sections / patrols which is / are visible in the Near, Mid and Far Infra Red wavebands from both the ground and air. Passive – reflective patch (es) to be worn on a dismounted soldier which can be seen in the Visible, Near, Mid and Far Infra Red wavebands from the front and rear. Both Active and Passive devices shall be viewable by in-service sighting systems. These elements will be required to meet but not be limited to the following requirements: A combat identification system for a section or patrol of dismounted soldiers so that they are visible across the Mid & Far IR spectrums to Air, Avn and ISTAR assets at engagement ranges. The system shall be able to operate in all climatic extremes. It shall be operated in ambient temperatures and in direct sunlight. It shall be operated in snow, ice and wet conditions. Its operation shall be unaffected by dust conditions typical of SW Afghanistan. The system shall be installed, operated and maintained without the need for additional support. The system shall be able to operate 'on' for a period of time without the need to recharge the power supply. The system shall be operable without the need for in-Theatre contractor maintenance or support. The system shall be operable through the use of train-the trainer cascade training courses and without additional Subject Matter Experts (SME) resource. The system shall be compliant with NATO STANAG 2129. Interested Companies must specify in their Expression of Interest whether they would like to be considered for the Active only, Passive only or both elements of this potential future requirement. Following a pre-qualification questionnaire (PQQ) down-select; interested Companies will be invited to provide trials equipment for quantity ten dismounts plus two spares at their own cost for a period of two weeks as part of the down select process. UK trials dates are estimated for early February 2011. The Contractor shall hold and maintain a certification to BS EN ISO 9001:2008, issued by a United Kingdom Accreditation Society accredited certification body, or equivalent standard and registration and a BMS to support quality. Estimated duration of contract: 2 years with an option to extend for a further 2 years in support of ongoing operations. Additional information: Late expressions of interest shall not be considered. This requirement will be awarded to the most economically advantageous and capable solution. The Authority intends to invite a maximum of 6 companies to tender and therefore may wish to conduct a pre-qualification exercise to assist in the down selection. Water bowsers and urinals are required at some sites. All units must be self-contained (re-circulating flush tank system) as forest venues do not have mains drainage. The Forestry Commission expects all units to be in first class condition inside and out. All sites will need to have on site cleaning throughout the concerts in the arena and backstage. UK-Birmingham: ICT converged infrastructure programme. The university is looking for a supplier to assist in the development and delivery of a converged infrastructure. In terms of this programme the university defines a converged infrastructure to include: storage, server hardware, M and E power and cooling, IP network, management software, integrated communications. The university consists of a multi campus site environment based within the metropolitan area of Birmingham offering vocational courses to HE students. The IP network spans all the university sites delivering networked services including managed learning environments, student records, finance, HR and printing. The university has an aging data centre, which is not capable of supporting the business needs of the university beyond the next 18 months. A single main data centre housing business critical servers based on chassis and blade technology, along with a handful of standalone x86, x64 and Sparc servers. Many of the servers are now provided via virtualisation technology, with file storage being provided by a storage area network using fibre channel technology but the university has also recently started providing file storage based on iSCSI. Critical services are replicated to 2 smaller server rooms at other BCU sites. The current main data centre at the city north campus is suffering from power restrictions but is protected by a UPS and diesel generator. The room is cooled by air conditioning but the whole room suffers from a dated design based around mainframe computing of previous decades. The IP network follows the three campus strategy of the university, where the core is based around a Cisco 6500 platform; at City North, City South and City Centre sites all connected by a 1Gb WAN infrastructure. Cisco Ethernet switches providing 10/100 MB across the 10 university sites supply user connectivity. The university has invested in a wireless network, again across all it sites. This consists of lightweight access points and controllers delivering the 802.11b/g (and small pockets of 802.11n) Wi-Fi service to staff, students and visitors. The university has a traditional telephone system based around Siemens Realitis hardware on eight of its sites, networked together and resiliently connected to the PSTN. This provides both analogue and digital lines to approx 3000 handsets. The programme: The first part of the programme will be to create a new main data centre that can support the universitys needs for the next seven to ten years. This will require fit out to a recognised data centre standard and will house the next iteration of servers and storage for the university, coupled to this will be the data centre networking that is required to supply the services to the end users. The second part of the programme would look at replacing many parts of the existing network in a move towards a more integrated infrastructure, which will include converged communication systems offering collaboration benefits. Due to the complex nature of this programme the university intends to carry out a full competitive dialogue process to allow tenderers to fully understand the universitys ICT converged infrastructure needs and offer solutions.
