ECN FCN Any Willing Provider Procurement Bravo Project_173. The eventual contract awarded will be an any willing provider contract. The scope of services may vary during the term of the contract but it is currently anticipated that it will include planned (elective) care services for patients who have been referred for routine diagnostic or planned secondary care services and whose clinical acuity is suitable for treatment in a stand alone unit without Intensive or High Dependency Care facilities. The aim of the procurement is to acquire sustainable, evidenced based, high quality, value for money provision of elective care to NHS Patients, supporting local waiting times target and activity plans, providing patient choice and diversity, promoting affordable innovative service models, and providing assurance to the Commissioners in terms of performance and service delivery. The Provider will be required to treat adult patients, referred from NHS Trusts, from General Practitioners and other accredited clinical professionals, as agreed with the lead commissioner. Providers will deliver an integrated care pathway to include outpatients, diagnostics and surgery as either a day case or inpatient for a range of elective services. The service will incorporate physiotherapy, pharmacy and pathology, as appropriate to the relevant care pathway. Providers are required to deliver Elective Services at Tariff prices or better. Patients will need to be treated in a timely fashion, and the patient journey must not exceed the local waiting times standard from referral time to treatment. Kirklees Council's Support and Protection Service are seeking to extend its residential care places for looked after children aged between 10 and 17 years old on admission. The aim is to develop residential care places to meet the diverse needs of looked after children who display challenging behaviour and may have emotional and learning difficulties. We wish to appoint a provider to deliver the immediate needs in terms of a minimum of 4 and a maximum of 6 residential places within a single children's home unit. Providers must offer a safe and supported environment for young people to develop in, enabling them to deal with past and present difficulties. The Children's home should be within the boundary of Kirklees. It should be in a location that gives consideration to neighbours and is sympathetic to the local community. The property should also be on a public transport route with easy access to local amenities, schools and colleges. The property shall be well furnished and decorated to a high standard with the usual amenities including an adequate garden and off road parking for any vehicle potentially carrying children. The Service Specification forms an integral part of the contractual arrangements of the Contract for Children's Homes between the Purchaser and the Provider and set out the Service to be provided within an outcomes framework. The Specification is underpinned by the contractual requirement of the Provider to comply with the Children's Home's Regulations 2001. The Service Provider is expected to seek to exceed these through innovative care demonstrate a commitment to continuous improvement through the Home's internal quality assurance procedures.
