UK-London: training services
Managed learning services provision. The London Borough of Lewisham is seeking to engage a single managed learning services provider on behalf of the South London consortium partnership currently comprising of four London Boroughs, namely Lewisham, Greenwich, Lambeth and Bexley, but may expand in the future to include other local authorities and public sector organisations. As part of our response to the significant public spending efficiency challenges we are looking for a single managed learning services provider with a proven track record in delivering a complete managed learning services provision in complex environments. Our ideal provider will offer an innovative and fresh approach to learning and development, be creative, have flair and deliver quality, best value solutions that will directly help improve the delivery of our respective front line services. The successful supplier will need to be able to strike the fine balance of meeting the distinct needs of all of the consortium partners and deliver excellent quality and value for money. We would expect that the successful provider would engage some third party suppliers in order to deliver quality specialist and niche training solutions. A robust understanding of the public sector, particularly local government and the communities that we serve, is essential. The key components of our requirements are: Managed services component: this will include, but is not limited, to an IT system that will cover all Learning and Development administration. For example, all of the course administration, course booking, marketing and advertising, venue booking, trainer engagement, delegate call up process, course evaluation, timely invoicing and report production. There will be a need for the successful supplier to provide an IT solution and or interface that links seamlessly with the various existing systems of the partners. We are looking for active, flexible and innovative levels of customer service, responsiveness, stakeholder management that support new ways of working. Training design: this will include the rapid design of quality learning solutions, applying innovative, alternative delivery methodologies to existing and emerging identified learning needs using clear, quality assured processes. The design will need to be keenly focused on public sector delivery requirements and solutions that accurately meet the needs of each partner in a cost effective way. Training delivery: we are looking for an innovative approach to the delivery of learning solutions that maximises the use of electronic mediums, reduces the operational down time of delegates, and includes a range of blended delivery methodologies. We are looking for a range of 'Just in Time' solutions that offer real time learning and resources and a rapid response to identified learning needs. The broad categories of our identified learning requirements are detailed below: — Core legal and regulatory training, such as health and safety, — Essential borough specific, such as appraisal and performance management, — Information and communication technology, — Generic skills development, — Management and leadership development. These categories may be expanded in the future to include for example the needs of the care sector, social care training, housing benefit training and continuous professional development. Whilst we understand that some of these solutions might best be delivered by training courses, we are keen to minimise this wherever possible. We are keen to move towards a reduction in the reliance of standard training course / workshop as a delivery mechanism and utilise more cost effective, up to date, alternative quality delivery solutions. Where standard courses are considered to be the best solution the successful supplier would be expected to deliver solutions where the intellectual property is owned by the partnership consortium; deliver 'off the shelf' courses and any additional bespoke programmes that may be commissioned. Cost and value for money: We are looking for a quality, cost effective solution that will meet our essential needs. As some of these needs will be specialised both in terms of the learning requirement and the sector involved it is anticipated that the successful provider will need to engage with and manage third party suppliers who will be required to deliver solutions to our defined cost and quality standards. Of equal importance is the demonstration of the provider's agility in responding to new or changing demands from the consortium. CPV: 80500000. ...
