The arrangement will take place in the form of a block contract for 1 year, with the potential and option to extend on a one plus one year basis; this will be subject to availability of further funding and satisfactory performance. Bidders will be required to cost the service based on indicative numbers as part of the tender (ITT) documentation. The total payable will be an inclusive value and fully inclusive of every aspect of the service required and will include all on-costs. There will be no additional budget for items such as resources, travel costs (including all travel time and mileage), work preparation time, cost of activities etc. The contract start date is 16.7.2012. Confirmation that the start date can be achieved will be required if successful at PQQ stage as part of the ITT stage. It is of the opinion of the Blackpool Council that TUPE transfer will apply to this contract. However, it is the responsibility of the successful Contractor to fully satisfy himself of this. This Pre Qualification Questionnaire (PQQ) is the first part of the tender process.
