Nottingham Energy Park. The notice involves the establishment of a framework agreement: no Overview: Nottingham City Council (NCC) is seeking a partner to develop Nottingham Energy Park (NEP) as a flagship location for low carbon sustainable development comprising high quality commercial buildings benefiting from connections to a co-located energy source also provided as part of the development. NCC is seeking a joint venture partner who will finance, develop and market the commercial space and provide a solution or solutions to the energy requirement. For the latter NCC requires the partner to provide the technological solution(s) required, construct and operate the facility and secure the fuel source. Should the energy source involve the treatment of waste materials then this must be done in accordance with NCC Energy Strategy, NCC Waste Strategy and NCC Planning Policies. The site located at Blenheim Lane, Bulwell, Nottingham (the site) is identified in the Nottingham Local Plan (adopted November 2005). Details of the Nottingham Local Plan can be viewed at http://www.nottinghamcity.gov.uk/index.aspx?articleid=650The Nottingham Local Plan is the Statutory Local Plan for the City of Nottingham and provides the basis for decisions related to land use planning. The 6.9ha site is seen as key to the future development of employment activities in the City and wider conurbation. NCC has prepared, consulted upon and adopted an Informal Planning Guidance (IPG) document which (in concept) allocates up to 2ha for an "energy centre" providing energy to business units located on the remainder of the site. NCC envisages NEP appealing to the emerging market for highly sustainable business accommodation commensurate with the strengthening international private sector Corporate Social Responsibility agenda and/or high energy consuming industrial processes eager to source competitively priced, site generated supplies. NCC is keen to ensure that development takes place in a timely fashion. The site extends to approximately 0.9 Ha (2.22 acres) and is located adjacent and accessed from the B4228 Bank Street near the town centre and covers an area formerly occupied by a library and community/youth centre. Buildings associated with this former use have already been demolished and the ground levelled to form a tiered site rising from Bank Street then dropping back down to a lower level at the rear. To the west of the site is the Parkside a residential development. To the rear and east of the site are further residential dwellings and a forestry commission office.
