UK-Edinburgh: catering services
EC/0544/QMU Catering and Related Services. Short Description. Queen Margaret University was established in 1875 as "The Edinburgh School of Cookery" and gained full University title in 2007. The University moved to a brand new campus at Craighall on the outskirts of Edinburgh in the autumn of 2007. The new campus is a vibrant new academic village with high-tech buildings and attractive landscaped spaces, featuring an innovative Learning Resource Centre at the heart of the development. The University has a combined student and staff population of nearly 5 000 in total and there are modern Halls of Residences on campus which can accommodate up to 800 guests. Over 24 percent of the students are international and 17 percent attend the University from outwith Scotland. The University currently provides full catering services across its campus through an in-house team. A decision has been taken to potentially outsource the service, appointing a catering contractor to operate the catering service for an initial period of three years beginning from August 2012, with the option to extend the contract duration for a further two periods of one year each. The catering operation currently provides a full lunch and snack service for students, staff and visitors and a hospitality service for meetings and events. To support the main provision through the Refectory there is a large Retail Shop providing a full range of retail items, stationery, groceries, distress items and hot beverages. The catering and retail services are further supported by a comprehensive vending service. As part of this process there is scope for the successful contractor to provide and service a new coffee outlet on campus. As an option within this tender exercise the University has decided to look at the possible economic and qualitative advantages of the successful catering contractor also providing catering and bar services within the on-site Student's Union building on behalf of the Union. The main focus of the catering service between mid-September and mid-December and again between February and June is on the needs of students and staff of the University, although during these times there is also a limited amount of catering for commercial clients involved in day conferences and events. From June until September each year there is an increased volume of catering for commercial clients with requirements for breakfasts, lunches and evening meals and also for formal conference services. In providing a catering service, the University promotes opportunities for social interaction amongst students and staff, provides an attractive package to support commercial conferencing and events business and promotes the image of the University to visiting prospective students and staff. The University seeks to appoint a contractor which can provide a comprehensive catering service to satisfy the competing demands of different client groups. The contractor must be able to respond to trends in food offers by investing to upgrade facilities in line with customer expectations, especially from a brand-conscious student generation and from commercial clients who are sensitive to both quality and cost. The contractor must be able to provide capital investment to further develop catering facilities in line with the overall objectives. The Supply of Taxi Services for Vulnerable Children, Young People and Adults 2012 to 2013 OTE 2014. This Tender supercedes the previous Tender. Provision of these Services is to be a mix of Hackney Carriages and Private Hire Vehicles only. This Contract covers all Hackney Carriage (Taxi) or Private Hire Vehicles with eight (8) or less passenger seats, which must comply with all Road Traffic and Licensing Legislation. Services will be required by vulnerable children, young people and adults. The Council in partnership with schools, colleges and other settings, children's centres, academies, maintained nursery settings, early years settings, local hospitals, youth clubs, churches, day centres, respite or care centres, charity projects, non profit organisations, life skill centres, is responsible for delivering education and care for children, young people and adults in the city. Contracts awarded will be to deliver passenger travel services in two (2) areas of Council responsibility. Firstly, a service will be needed to ensure the Council meets its duty to provide travel services to children with learning difficulties and/or (sometimes called 'Special Educational Needs') attending school. This is covered by legislation under the Education and Inspections Act 2006 and the Disability Discrimination Act 1996. The second area of responsibility is to deliver travel services for looked after children and vulnerable adults whose entitlement to travel assistance is based on their entitlement to Social Care. The responsibility to looked after children is covered under the Education Act quoted above and the Children Act 1989 and 2004 and to vulnerable adults under Chronically Sick and Disabled Persons Act 1970. Travel Services for children with learning difficulties and/or disabilities to and from a number of schools in Sheffield, are normally required twice a day during school terms on approximately 190 days per year over 39 weeks. Children are to be conveyed generally between the hours of 7:45 to 9:00 hours in the mornings and 15:00 to 16:30 hours in the afternoon, but specific times shall be dependant upon the start and finish times of the school day and the needs of individual children. There are approximately 80 journeys per day, though these may vary throughout the year. Also covered will be the travel of children with learning difficulties and/or disabilities to and from schools located outside the City of Sheffield. These passengers are conveyed at different times, i.e., some each day, some twice a week, depending on the requirements of their learning provision. The travel of vulnerable adults, looked after children, young people and people with disabilities to and from Social Care establishments and other care of respite settings, involves a 24 hour, 365 day a year service. Passengers are to be conveyed generally between the hours of 8:00 hrs to 22:00 hrs but specific times shall be dependant upon the particular journey ordered. Additionally, there is a requirement during the christmas and new year holiday period and other bank holidays when extra vehicles may be required by various establishments throughout the City. The Council generally requires vehicles to be a mix of Hackney Carriages and Private Hire vehicles. Some vehicles will need to be capable of conveying Passengers safely in a wheelchair. This Contract covers all Hackney Carriage (taxi) or Private Hire vehicles with eight (8) or less passenger seats, which must at all times comply with all Road Traffic and Licensing Legislation. Details of number of seats required for journeys will be made available at the time when bookings are placed. Also there may be a requirement to provide an Escort to accompany passengers on journeys.
