Gascoigne estate (east) renewal programme. The London Borough of Barking and Dagenham (the Council) is looking to appoint a Registered Provider (RP) partner to enter into a partnership arrangement with the Council to deliver the comprehensive regeneration, including high quality mixed tenure housing, of part of the eastern side of the Gascoigne Estate (Gascoigne Estate East), Barking on the edge of Barking Town Centre. It is the intention of the Council that the partnership will deliver the programme in at least 2 phases. This initial phase of the Gascoigne Estate (East) renewal programme is part of the approved c 23 000 000 GBP boroughwide estate renewal programme. The Council is in the process of decanting council tenants and acquiring leaseholder interests. This will result in 364 dwellings in four high rise and adjacent low rise blocks at Gascoigne Estate (East) being decanted and demolished by the end of March 2014. The initial phase will comprise approximately 2 hectares of unencumbered land for development with an approximate development capacity for 300-400 new residential units. The Council also has also agreed funding to extend the initial phase to include the remaining 9 high rise blocks and adjacent low rise properties comprising a further 934 dwellings (792 tenants and 142 leaseholders). These properties will be progressively decanted, with any leasehold interests acquired, and demolished between 2014 and 2017. The cleared and unencumbered sites will amount to approximately 6 hectares bringing the total redevelopment area for housing in both phases to approximately 8 hectares. The Council proposes to acquire third party land interests not in its ownership via negotiation but has resolved to use CPO powers if necessary. In terms of tenure, mix the Council wishes to see the area accommodate approximately 33 % social rent, 33 % intermediate tenures (including affordable rent) and 33 % private for sale. In relation to the delivery of any social rented units to, the Council has access to the National Affordable Housing Programme Grant to March 2015 and will give consideration to allocating an element (and possibly all) for that tenure. Beyond that date the Council should through HRA Business Plan be able to consider funding further social rent homes. The chosen RP partner, as a member of the Partnership, will be required to take the lead on devising a commercially deliverable housing scheme and a ten year programme of social and economic regeneration that applies to the whole of the eastern side of the Gascoigne estate including the Council properties that remain. The Council also intends that the partnership will be responsible for generating funding to contribute towards meeting the costs of achieving decent homes standard for the retained Council flats and, notwithstanding the paragraph above securing further funding throughout the lifetime of the partnership to help deliver the required affordable housing components for all phases of the programme. The Council would also require the successful RP partner to assist the Council with its decanting obligations in later phases of the programme and rehouse a proportion of the decanted households in their existing stock of social rented /affordable homes. Prior to the completion of the first development, the successful RP partner together with the Council will be required to establish a "Joint Housing Management Board" to oversee and coordinate the housing management arrangements and the social and economic programme for the whole of the eastern part of the Gascoigne estate. A2011043 - West Midlands Highways and Civils Minor Works Construction Framework Agreement. Centro, the West Midlands Integrated Transport Authority, with Local Authority partners promote and develop transport across the region. We invest in a number of activities designed to improve and enhance the regional transport structure, working towards a fully integrated transport system offering safe, secure and efficient travel. To this end a contract is required for provision of highways and civils minor construction works for transport related schemes; typically minor highway improvements, work on bridges and structures, together with other transport related highway and civil's construction. The works will mainly, but not exclusively, comprise of schemes included in the West Midlands Local Transport Plan, and the West Midlands Local Sustainable Transport Fund bid, however this contract will also be used for other minor highway and related civils works for improvements to be undertaken throughout the West Midlands Region. Centro and regional council partners in the West Midlands, will need to carry out improvements across the region. A number of infrastructure enhancements will be required as part of our proposed Local Sustainable Transport Fund bid which includes infrastructure improvements along corridors such as: — A38 Bristol Road, A441 Pershore and A41 Warwick Road corridors in Birmingham, — Walsall to Merry Hill, Quiton to Wolverhampton and West Bromwich to Wolverhampton corridors in the Black Country, — A452 Chester Road corridor in Solihull, — corridors in the north of Coventry. The total cost of works for the length of the framework are currently estimated at between 50 000 000 GBP and 100 000 000 GBP with an anticipated commencement date of July 2012. The works will include but are not limited to: — excavation of existing carriageway, footways, landscape areas and removal of trees, — flexible pavement and footway construction, — removal and installation of road markings and signing, — installation of new drainage, — installation of new traffic signals and pedestrian crossings, — installation of lighting columns, bollards and electrical connections, — infilling of existing subway and associated demolition works, — protection to existing underground services if required, — co-ordination of statutory undertakers works, — associated landscape works, and — construction of park and ride facilities. The works required will be broken down into 3 lots based on financial thresholds (and the implied increased complexity of works and project management) as follows: The client reserves the right to group together a number small packages of work to make one larger package. This may move a work package to a different lot. Lot 1 - Highway and related Civils works upto a value of 49 999 GBP. Lot 2 - Highway and related Civils works from 50 000 GBP to 499 999 GBP. Lot 3 - Highway and related Civils works 500 000 GBP+. The contracting authority is purchasing this framework agreement on behalf of the West Midland Metropolitan District areas.
