11757 Bergen courthouse (restoration and reconstruction) H001 Engineering design group The Awarding Authority has been assigned by the National Courts Administration to plan and project a reconstruction of Bergen Courthouse with an area of approx. 10 000 m². The building shall be adapted for use by Bergen Courthouse and Nordhordland Courthouse after Gulating Appellate Court has moved out. The Awarding Authority hereby invites an engineering design group to register for participation in a restricted tender contest regarding engineering design service. The tender shall include the following disciplines: — Architect (ARK), — Consultative Engineer, building (RIB), — Consultative Engineer HVAC including sanitary installations (RIV), — Consultative Engineer Electrical installations (RIE). Engineering design group coordinator (PGK) shall be included in the assignment with own representative. The assignment includes preparation of design project and preliminary project with option for detailed engineering design and following up during the construction and complaint period. It is a goal that the preliminary project is delivered the Norwegian Ministry of Finance within December 2011. Restoration and reconstruction of Bergen Courthouse are requested completed within June 2015. The project is subject to approved financing for all stages of the project. The Engineering design subsequent to the preliminary project is dependent allocation from the Norwegian Parliament, see also point II.2. At present, the Awarding Authority has not yet decided the type of contract strategy/contract practice for this project. The Engineering Design Group may be transferred the contractor subsequent to preliminary project. This will be dependent on contractual strategy. — Information of Bergen Courthouse: Bergen Courthouse is one of the most important monumental buildings in Bergen built during the first half of the 19th century. Despite several alterations, large sections of the building are still intact. Bergen Courthouse is, in accordance with the Norwegian Directorate for Cultural Heritage considered worthy of preservation and shall be considered listed. This applies both for the exterior and major parts of the interior (Central hall, main stairs, original fixed furnishing in the courtrooms, corridors and offices), — Bergen Courthouse was designed by architect Egil Reimer who won an architectural contest named "Respekt for loven" ("Respect the law") in 1928. The building was completed in 1933. The external parts of the building are roughly still in the original condition. However, the internal sections will require a number of alterations. The building is covering an entire quarter of the Centre of Bergen and is seven levels high, — both external walls and internal partition walls are made by brick, whilst floor and roof are made by reinforced concrete. The main facade, facing the Tårnplass, is dominated by the new-gothic main entrance and a stair from the area will direct the audience to the building's central hall. The interior is dominated by a central hall s in four levels with skylight. In the hall, each floor has continuous corridors acting as communication network for the various courtrooms, as well as offices and record offices. In connection with construction of the Bergen Courthouse, Reimers also designed major parts of the furnishing and movable furniture and fixtures. Complete set of all original drafts of Bergen Courthouse as well as original drafts of fixed and movable furniture and fixtures designed by Reimers are deposited at the Public Record Office in Bergen.
