UK-London: appointment of a financial advisor on the potential sale of Her Majesty's government student loans portfolio. The Department for Business Innovation and Skills ("The Department") is evaluating options for a potential sale of its existing 25bn GBP income- contingent student loan portfolio ("The Portfolio"). The Advisor's role would be to advise in the development and assessment of a repeatable sales programme and the potential implementation of the first sale. The role of the Advisor would cover the feasibility and implementation stages of the transaction and specifically would comprise: Conducting detailed financial and credit analysis of The Portfolio, Developing and structuring a repeatable model for sale, Evaluating the associated policy, commercial, legal and other risks to, and implications for, the Government, Assessing market appetite, Obtaining a credit rating on the proposed structure, Establishing appropriate governance, legal and servicing arrangements, Potential implementation of the first sale. The Advisor would be offered the right to compete in a separate and subsequent procurement process in order to appoint institutions to find buyers for any financial instruments that may be issued as part of the sale process. An Advisor must be able to demonstrate a track record of successfully structuring relevant transactions; provide unbiased, independent advice; provide deep market intelligence; and devote an experienced team to the transaction. The Department is part of the Government of the United Kingdom. The successful advisor will be appointed following open, transparent and equal competition. The London Borough of Richmond upon Thames wishes to enter into contracts with suitably qualified contractors for the acceptance and recycling of waste materials in order to maximise the amount of waste recycled and the income received in the borough in line with statutory and local targets.
