The Congestion Charging and Traffic Enforcement Directorate of Transport for London (TfL) is responsible for enforcing traffic regulations for vehicle movements, parking, loading, and bus lanes, to help reduce delays and improve journey times, reliability, safety and the environment for all road users on the Transport for London Road Network (TLRN) The Congestion Charging and Traffic Enforcement Directorate manages the entire enforcement process which includes engaging with stakeholders and partners to enact protocols and legislation, developing and utilising a network of cameras and an on-street presence to capture contraventions and monitor compliance whilst also overseeing the Penalty Charge Notice (PCN) processing service. Blue Sky Peterborough: Energy Performance Contracting Programme. Peterborough City Council ("the Council") has a clear ambition and vision for the future of Peterborough to meet the diverse needs of our communities as set out in the Sustainable Community Strategy. The Council's Energy Service Company, Blue Sky Peterborough (ESCO) is a wholly owned subsidiary of the Council through which the Council delivers de-centralised energy solutions. The Council intends to use its ESCO (or relevant subsidiary or subsidiaries) to identify, fund and implement energy efficiency measures enabling organisations to reduce running costs, energy consumption and carbon emissions. The Council would also consider utilising on site and other "off grid" and "on grid" low carbon and renewable generation options as part of its wider energy efficiency objectives. At this stage, the Council is considering its strategic options of delivering energy efficiency either through its ESCO or through the Council directly. Interested participants should consider the procuring authority to be the Council and the ESCO far the purposes of responding to this tender. This final strategy will be developed through the competitive dialogue. The Council is seeking to appoint a contractor to a framework arrangement pursuant to which the ESCO and the successful contractor shall: (a) identify suitable properties within the Council's and/or ESCO's (and potentially other contracting authorities' outlined below) real estate portfolio; (b) carry out desk-top verification and due diligence on such properties including: — potential energy efficiency measures suitable for the relevant property and the associated savings arising from their implementation, — the assumptions upon which the successful contractor is content to guarantee a level of energy savings if the identified energy efficiency measures are implemented (including baseline, operating assumptions, utility consumption, facility use information, weather data etc), — the period and terms upon which the contractor will require repayment of the costs of implementation of the identified energy efficiency measures, and (c) enter into a call off contract for a property in respect of which the desk top verification and due diligence has produced a result which is sufficiently satisfactory to justify further investment from both parties. The Framework will be of a partnering nature such that the parties will be required to work together in a spirit of good faith and cooperation to identify and progress the implementation of energy efficiency measures across the portfolio. Funding for the Framework may be provided in whole or in part by UK Green Investment Bank. Such funding terms will be discussed and agreed during the dialogue process. The Framework will be entered into by the Council, and/or a special purpose vehicle to be wholly owned by the Council (including but not limited to the ESCO). The Bradford District Employment and Skills Strategy (ESS) identifies improved access to ESOL as a key priority for the District. Issues relating to ESOL learning are also dealt with in great detail in the ESOL Strategy for the Bradford District.
