Health innovation challenge fund manager. DFID seeks a service provider that will be engaged as a fund manager to manage the Bangladesh - Health Innovation Challenge Fund. The fund will be used to engage directly with the non-state sector on delivering health outcomes, which will be used to stimulate innovative approaches, targeted to the poor, in a manner that could become scalable and replicable. The objective of the health sector innovation fund is to provide seed financing in support of innovative new ideas in the non-state sector that have the potential to improve the quality and results of health service delivery in a sustainable way. The estimated value of the initial contract, excluding the potential extension period, is envisaged to be up to 8 000 000 GBP, of which up to 2 000 000 GBP will be for technical assistance. Should the programme prove successful there may be potential for additional funding from other development partners, therefore the successful fund manager may be expected to scale up resources and activity of the contract provision. The fund manager will be required to disburse grant funds to third parties and provide technical assistance expertise. Other activities include: launch the fund, management of funds, brokering partnerships and mentoring relationships, creating a knowledge hub to evaluate the extent to which projects funded demonstrate impact. The contract will be for an initial period of 3 years and six months with an option to extend for up to 2 further years in aggregate depending on satisfactory provider performance and the continuation of programme funding. The selected fund manager will be ineligible to receive grant funds due to the conflict of interest this would present.
