Requirement: A hospital based welfare service for service patients, dependents and entitled personnel who are admitted to hospital in the UK, Northern Ireland, Germany, Cyprus and on operations. In the hospital environment there is a requirement for a primary welfare capability in order to ensure that patient welfare needs are met when the normal Chain of Command is unable to provide this support. Single Service Commanders however retain the ultimate responsibility for personnel under their command regardless of the circumstances. Hospital welfare service requirement (HWS) – general: The Contractor shall provide a HWS to: Royal Centre of Defence Medicine, Birmingham; Military District Hospital Units at Peterborough, Portsmouth, Derriford, Northallerton and Frimley Park; Northern Ireland; British Forces Cyprus and Germany; Op HERRICK Afghanistan, Defence Medical Rehabilitation Centre, Headley Court, Surrey; support to future and Contingent Ops as required. The Contractor maybe requested to redistribute existing staff within the UK to support named NHS hospitals during increased activity. HWS categories of support required (not an exhaustive list): a) Initial welfare assessments subject to single service protocols; b) Ability to respond to routine and emergency requests for welfare support, meeting callout times stated below; c) Emotional/practical support to patients and Patient Group; d) Liaison and Referral to other MOD Agencies; e) A 24 hour response capability. The Contractor shall be contactable 24/7 and will meet callout times ranging from immediate 'on site (Afghanistan)' to 1- 4 hours from callout for the other sites; f) Staff support - the provision of a neutral/confidential support service that provides a "listening ear" where staff can offload concerns/worries (this is NOT a formal counselling service); g) Liaison with non-MOD agencies, charities and specialised welfare providers ensuring appropriate/timely referrals. The following routine duties are required to be provided by the Contractor: a. Make daily visits to patients; b. Attend ward rounds; c. Liaise daily with the Military Patient Administrative Cell; d. Act as the Patient Group Advocate liaising with unit voluntary organisations and/or sS Welfare organisations; e. Liaise with Joint Casualty Clearing Centre, units and other sS welfare agencies assisting relatives claim back expenses; f. Provide patients/dependants that are listed very seriously ill, out of hours/emergency support; g. Refer patients and patient groups to sS welfare agencies and other agencies; h. Facilitate welfare accommodation for relatives; i. Provide documentation of initial welfare assessment, action plan & evaluation; j. Offer emotional support including support to the bereaved; k. Advise upon welfare allowances, transport and support for relatives, hospital rules and regulations; l. Provide practical support (eg; clothing and toiletries following an emergency admission); m. Arrange the collection, registration and distribution of charitable items; n. Offer a support service to hospital staff members; o. Signpost patients and the Patient Group to relevant professional agencies/military/civilian units; p. Support the Patient Group following life threatening diagnosis; q. Use listening/counselling skills to support the patient; r. Liaise with religious appointees and organisations as necessary; s. The Africa Programme for Peace, phase II (APP II, DKK 250 mill., 2010 - 2013), has the overall objective to promote peace and security as the basis for sustainable development in Africa. Under the APP, Denmark provides assistance to four intergovernmental African organisations: AU, (continental), ECOWAS (West Africa), IGAD (East Africa) and Easbricom (East Africa) as well as to KAIPTC and UNECA. The consultancy has 2 objectives: 1) To ensure adequate and timely planning and reporting from the partner organisations in accordance with Programme agreements by providing regular technical planning and monitoring support to the six organisations and by contributing to increased capacity for results based programme planning and monitoring within the organisations; 2) To provide ad hoc short-term technical assistance and conduct thematic assessments as requested by each of the 6 organisations and/or the Embassy in the broader fields of programme management and development of the African Peace and Security Architecture.
