UK-Wellingborough: development of residential real estate
Procurement of mixed housing development on land at Windermere Drive, Hardwick Park, Wellingborough. The Borough Council of Wellingborough is seeking to procure the development and sale of 0.749 hectares, (or thereabouts), of land at Windermere Drive, Hardwick Park, Wellingborough, Northamptonshire in the United Kingdom. The development is to comprise: — A mixture of rented, shared ownership and market sale housing to provide a better balance of housing in the local area, thereby contributing to a more sustainable community, — Independent dispersed accommodation for persons with learning disabilities, — Footpaths along the existing adoptable roads bounding the site, (outside the site area to be transferred). The Borough Council's requirement is that this mixed tenure development contains a minimum of 30 % affordable housing and that a net minimum density equivalent to 40 dwellings per hectare be achieved. The unsupported rented housing should concentrate on 2, 3 and 4 bedroom family homes. It is envisaged that the development will contain 10 independent units for persons with learning disabilities comprising 2 no. 2 bedroom shared ownership units, 6 no. one bedroom rented units and 2 no. 2 bedroom rented units with wheelchair access. These are to be dispersed throughout the site with no more than four units being located together. Some accommodation in flats will be permitted.The proposals are to include the developer's bid for the freehold of the 0,749 hectare site. Developers who are not Registered Social Landlords (RSLs) with management partner status with the Borough Council of Wellingborough, (the Council), will be required to satisfy the Council that their arrangements for the management of the completed properties are to the required standards. Selection of the developer/purchaser is to be by formal competitive tender process. Tenderers will be invited to submit a scheme to outline planning consent standards, a schedule of current open market values for each individual dwelling and dwelling plot and a bid for the freehold of the site. The successful tenderer will complete an Agreement for Sale and Building Works, including a Licence Agreement, within 28 days of acceptance of the successful bid. On completion of the legal documents the successful tenderer is to pay a 10 % deposit, the balance becoming payable on the second anniversary of that date or on practical completion of building works, whichever is the earlier. At which date the freehold Transfer of the site will be completed. The balance is to be increased by any increase in open market values on practical completion. However, the successful tenderer will retain 25 % of such increase for any dwellings reaching practical completion prior to the second anniversary date. The legal documents will require the successful tenderer to commence building no later than the first anniversary date of their completion. Hastoe is seeking a maximum of three service providers to provide a comprehensive reactive maintenance and major works service comprising responsive repair and maintenance, major works, modernisation and refurbishment, gas servicing, repair and renewal, septic tank servicing and maintenance and external decorations. The contract will be let on an "all inclusive" basis incorporating the NHF Schedule of rates V6 suite of documentation and is likely to involve work under all building trades. Separate contracts will not be awarded for the individual trades encompassed within this contract. The service provider(s) will be required to provide a customer focused service and show commitment to providing effective services that provide value for money for Hastoe and its tenants and must be responsive to achieve collaborative working practices, innovation and continuous improvement. The service provider (s) is required to operate a 100 % repairs by appointment system and show a commitment to improving Hastoe's current performance in relation to customer satisfaction, Best Value and other key performance indicators. Tender: Sale of Food Retail Site at Burry Port. The creation of up to 25 000 sqft (Gross) of food retail accommodation, with servicing, parking and petrol filling station, which will form an important extension to the existing retail centre of Burry Port. This retail development opportunity forms part of a wider regeneration initiative for the Burry Port Harbour area being lead by Carmarthenshire County Council and Welsh Assembly Government as Joint Venture Partners. The contracting authority wishes to select a suitably qualified and experienced organisation to design, build and finance a retail store of up to 25 000 sqft (Gross). The organisation will be required to identify an end operator for the completed project. In addition to detailed development proposals bids will be sought for the long leasehold interest (999 years) in the site which extends to 1.478 Hectares (3.67 Acres) and which benefits from Draft Outline Planning Permission for "change of use for provision of Class A1 foodstore with associated servicing, parking and petrol filling station". Castle Hill Dungannon Project. Background - Ranfurly House is situated at the top of Market Square, Dungannon, on the site of the former entrance way into Castle Hill. Ranfurly House is a Grade B+ listed building. The site behind the building and garden is a Scheduled Monument (SMR Number: TYR 054:017) and the site contains currently the remains of the Knox Hannygton House in the form of two towers and it is believed to contain the remains site of O'Neill's castle. Outline Description of Project - Dungannon and South Tyrone Borough Council are re-developing the site at Castle Hill and Ranfurly House to provide an accessible and sustainable parkland and facility for community, cultural, arts and educational uses. New Interpretation Centre at Ranfurly House - The site of the former 'Bank Buildings' at Ranfurly House already contains a limited exhibition and tourist information centre. It is proposed that a variety of activities for inclusion within a new community, cultural, arts and educational facility based at Ranfurly House, Market Square, Dungannon. This building will also provide an enclosed access route from the town up to the towers on the hill and the Castle Hill gardens beyond. The proposal for the scheme at Ranfurly House will accommodate the following elements:-. — Galleries and exhibition spaces telling the story of Castle Hill and its associations with the history of the O'Neill's, — An enclosed circulation route to take people from street level at Market Square to the level of Castle Hill gardens at the rear of Ranfurly House, — Tourist Information Centre – expanded to provide greater orientation advice for the visitor to the locale and the first point of contact for direction for interpretation of the story of Castle Hill itself, — 100 seater "black box" studio for small scale performance - a large flexible space, — Arts workshops/flexible community facilities, — Flexible exhibition/community facilities which open direct to Castle Hill and the gardens beyond, — Cafe and associated kitchen area to service a variety of events within the flexible community spaces also. The building will provide facilities to accommodate education, culture, history and artist activities for use by the people of Dungannon, as well as visitors to the area. Historic Knox Hannygton Towers and Castle Hill Gardens - The remaining 2o towers of the Knox Hannygton residence, built in 1790, are regarded as a Scheduled Monument. It is thought that the original house is built close to the castle of the O'Neill's, former rulers of Ulster whose powerbase was in Dungannon for some 300 years. The site affords spectacular views over the surrounding countryside, all six counties of Ulster being visible and beyond on days with good conditions. The strategic importance of this site can be traced through its history into the 20th Century and through to the present day. It is the Council's intention to provide access for everyone to this special site, creating an informal parkland setting to allow the resident's of Dungannon open access to the historic towers, appreciate the significance of the hill and its panoramic views out, as well as space to relax and re-connect with nature in the heart of the town. Archaeology - Due to the historical significance of the site, the proposed works at Ranfurly House and to Castle Hill will require close co-ordination with NIEA through archaeological monitoring and excavation as appropriate. Applicants should also note that it is anticipated that the successful contractor will manage specialist landscape, mechanical and electrical, stone and metal work sub-contractors. In addition, the Authority currently intends to use the JCT standard form of contract.
