United Utilities Water (UUW) wishes to establish framework agreements and/or award contracts for each of the Lots detailed below and this Notice is therefore a request for expressions of interest for consideration for inclusion on the list of applicants to be invited to tender for these framework agreements and / or contracts. The framework agreements and / or contracts ultimately awarded may be for individual Lots or a combination of lots. Applicants may apply for one or any combination of lots. At the tender stage, UUW will consider how lots may be combined (if at all) relative to the tenders received from applicants and in particular where this is considered to offer economic advantage. When responding to this notice, applicants should consider whether there may be an advantage in combining Lots and make their application accordingly. However, applicants should note that at the pre-qualification stage, where an application is made for more than one Lot, each application for a Lot will be considered separately. For example if an application is made for Lot 1 and Lot 2 (whether combined or not) the application will be treated as separate applications for each of Lots 1 and 2. The final decision on any combination of Lots for the purpose of awarding framework agreements and / or contracts will be at UUW's sole discretion. UUW reserves the right not to award framework agreements and / or contracts for one or more lots. Companies may apply individually and/or provide joint venture or consortium applications. Organisations already working with UUW under any other arrangement must still respond to this Notice in order to be considered for inclusion for the framework agreements and / or contracts falling within the scope of this Notice. UUW anticipates awarding framework agreements and / or contracts of up to 105 months duration, on the basis of an initial 45 month term plus at the end of the initial 45 month term an optional extension of a further 60 months. The deadline for responses to this Notice is 25.10.2010. Applicants will be required to complete a pre-qualification questionnaire (PQQ), which will be used to assess applicants and determine those applicants who will be invited to tender for each Lot. NO-Notodden: engineering works and construction works
Book and blues centre, shorten engineering, procurement and construction contest. Notodden municipality (the Awarding Authority) invites to a shorten engineering, procurement and construction competition for the Book and Blues Centre (cultural centre). I.e. architects are already engaged by the Awarding Authority through a previous published architectural competition. The remaining engineering design and deliveries in connection with all disciplines shall be carried out by the engineering, procurement and construction contractor. Notodden has in many years marked itself both nationally and internationally as Norway's Blues Capital. The Blues festival was arranged for the first time in 1998 and is now is one of the largest blues music festivals in Europe. The foundation Europas Blues Senter (European Blues Foundation) has since 1997 focused on the construction of a Book & Blues centre in Notodden. In 2007 Notodden municipality decided to become the Awarding Authority for the building and a lot at Heddalsvatnet was selected. The building shall accommodate the municipal music school, Cinema, Library, the Blues Festival, the European Blues Foundation, Juke Joint studio and Café. The building will therefore to a major degree be the entire municipality's new cultural priority and rallying point. Jointly use and generality shall dominate the project. The area of the building shall be approx. 5 000 m² divided in 3 levels. The load bearing systems shall be in concrete/ massive wood/steel. An open design contest for the Book and Blues centre was published in January 2010. The Awarding Authority received 74 proposals of which 25 % were from other countries than Norway. The winner of the design contest was the proposal with the motto "Materialklang" ("Material sound"), delivered by the architects' offices Børve og Borchsenius AS, Askim/Lantto Arkitekter AS and Dronninga Landskap AS. Notodden municipality will make a final decision regarding construction of the Book and Blues centre subsequent to receipt of tenders from engineering, procurement and construction contractors. This decision will be subject to the municipal council's budgetary procedure in December 2010. The reason for this is that the municipal council requests a concrete price from engineering, procurement and construction contractors in order to make any decision regarding construction. Financial compensation will not be awarded the winner of the engineering, procurement and construction competition in case the municipal council chose to abandon/reject the projects due to financial reasons.
