Evaluation of support to civil society engagement in policy dialogue. The evaluation departments in the Austrian Development Agency (ADA), the Swedish International Development Agency (SIDA) and the Danish International Development Agency (DANIDA) have decided to commission an evaluation of donor support to civil society organisations (CSOs) in two to three selected countries. The evaluation will assess the role donor support can play in supporting and strengthening the role of CSOs in the area of policy dialogue including direct support whether given through northern CSOs, through local branches of international CSOs, or directly to local CSOs and networks, as well as the more indirect supportive role donors can play in seeking to influence the enabling environment and the creation of platforms for CSO engagement. CSOs are increasingly seen as having an important role in helping build country ownership of policies by engaging in discussions and dialogue and by holding governments accountable on policy commitments. This is also clearly stated in the Accra Agenda for Action (AAA) which highlights the need to increase the capacity of all development actors including CSOs to take an active role in dialogue on development policy. Other relevant clauses include the need to respect the autonomy of civil society as independent actors in their own right. The main objective of the evaluation is to identify lessons learned and best practices in relation to; i) CSO involvement in policy dialogue in different types of enabling environments, and ii) in relation to different types of donor involvement, and to provide recommendations for future donor support to CSOs in this area. The findings are expected to feed into discussions at the High Level Forum in Korea, in September 2011 on the aid effectiveness agenda. Countries: To be decided. Possibly 2-4 countries.
