Framework for supply of agency staff. The establishment of a framework agreement to which the London Borough of Harrow will have initial access and which will be made available to other London Boroughs (hereinafter referred to as "Participating Boroughs") to join for the provision of professional, technical, general and administrative agency workers inclusive of social care. School resourcing is also included within the scope of this framework agreement but shall be optional based upon each Participating Borough's needs. The framework agreement is for a neutral vendor service with an option for onsite or off site management commencing from the 1.7.2011 for a period of period of 4 years until 30.6.2015. The successful contractor must ensure full supply chain management of experienced and skilled temporary workers across the diverse range of the Participating Boroughs' business categories, including though not limited to social services, environmental services, finance, It, human resources, planning, policy and revenue and benefits. The successful contractor must deliver services in a way that meets the individual Participating Borough's aims and objectives of achieving continuous improvement in terms of assurance of supply, quality and flexibility of service, innovation in processes and solutions and delivering year on year cost reductions. The successful contractor must be innovative and flexible in offering a vendor management IT solution to the Participating Boroughs to meet their requirements. Hammersmith & Fulham Council uses the "PeopleClick" vendor management solution and the successful contractor must offer full integration. The successful contractor must be innovative and proactive in identifying alternative procedures and systems that will enable Participating Boroughs to meet their objectives. The Council's current scope and range of services excludes executive and senior management search and selection activity and specialist consultancy type services such as construction consultancy. Hammersmith and Fulham Council spends approximately 17 000 000 GBP per annum through the use of agency workers excluding the cost for schools. The Council uses 100 plus agencies and currently has standardised Mark up Fees including tenure discounts. Harrow currently spends 12 500 000 GBP per annum excluding the costs of schools and currently operates a range of managed and neutral vendor service and works with multiple suppliers to resource its workforce. UK-Stoke-on-Trent: learning disability 24 hour care and support. Stoke-on-Trent City Council wishes to invite Expressions of Interest from suitably qualified and registered organisations in respect of a Framework Agreement to provide 24 Hour Care and Support to individuals with a learning disability. This will include a requirement to re-develop the service during the life of the contract to deliver a more personalised service within the Stoke on Trent administrative area. The Group Supported Living Service (former Stallington Hospital Resettlement) is in need of redevelopment to enable the Council to offer personalised services to people with learning disabilities. The council presently purchases twenty four hour care for sixty eight places in twenty privately rented properties across the city, in groups of between two to five individuals. The service will focus initially on the provision of 24 hour care to individuals within a small group setting but is expected to develop to include other individuals with learning disabilities requiring care and support in the community. The responses to the Pre-Qualification Questionnaire will be assessed and used to select companies to be invited to tender. Provision of a breastfeeding peer support service in the Heart of Birmingham PCT Locality. Expressions of interest are invited for the provision of a targeted breastfeeding peer support service for Heart of Birmingham tPCT. The service is designed to give enhanced one to one antenatal and postnatal breastfeeding support to women with medium to high social risk, and is designed to tackle health inequalities and increase breastfeeding initiation and continuation rates in vulnerable groups. The current service is provided by a team of 15 trained peer support workers (10.1wte) recruited from local communities who work in both hospital and community settings to provide support and advice to encourage initiation and continuation of breastfeeding. Community provision is currently normal working hours, but hospital provision includes cover for evenings, weekends and bank holidays. The purpose of this tender is to find a provider who will take over and manage this team to: — provide a targeted antenatal and postnatal support service for women and families assessed by midwives as at medium to high risk (using the maternity assessment tool) – this will include one to one home and telephone support in the first 8 weeks postpartum, — work with existing maternity services to provide support to all postnatal women within the hospital setting who wish to initiate breastfeeding with handover to appropriate community follow up according to need. Police Service of Northern Ireland Cleaning Services Contract. The Police service of Northern Ireland (PSNI) requires a single service provider to supply a professional cleaning service at approximately 111 locations throughout Northern Ireland. This involves the general cleaning of the stations, office accommodation, residential accommodation, self catering kitchens, reception areas, toilet areas and changing areas. A specialist cleaning service is also required within the following areas. — Custody suites, — Socco rooms & garages, — Finger print/breath test and photographic rooms, — Medical rooms, — Care suites, — Physical training areas, — Transport workshops, — Firearms training. An out of hours call out cleaning service is also required for this contract to cover general cleaning and also specialist cleaning. The service provider must provide all labour, equipment, chemicals and the respective health & safety equipment required for the delivery of the cleaning service. There will be a requirement to provide washroom consumables within this contract. Separate contracts are in place for the following services. — Annual deep cleaning of cells, — Window cleaning, — Provision of electric hand drying facilities, — Feminine hygiene, — Catering & vending services, — Estate maintenance, — Gardening. There is also a requirement for the cleaning staff to perform light portering duties within their normal cleaning duties. The Contract shall initially be for three (3) years, with the option to extend the Contract for a further period of two (2) years. The Contractor shall submit a fixed contract price for the initial contract period and if the option to extent the Contract for a further period is taken, any price increases will be in line with the terms and conditions of contract. Currently there are approximately 261 members of staff employed in the contract. This service was first outsourced by the PSNI on 1.9.2006 to the current service provider. The Service provider will be required to apply the following legislation and guidelines. — Transfer of Undertakings (Protection of Employment) Regulations 2006, — Cabinet Office Statement of Practice on Staff Transfers in the Public Sector also the document, A Fair Deal for Staff Pensions (2005), — Two Tier Workforce Guidelines. Prior to outsourcing of the original contract the staff were members of the PCSPS (NI) pension scheme. The PSNI require the contractor to offer a pension scheme which is broadly comparable to the PCSPS (NI) as certified by the Government Actuaries Department (GAD) in respect of those employees that originally transferred from PSNI. In respect of all other employees, there will be a requirement to provide a good quality pension scheme as defined in the legislation and guidelines mentioned above, as well as being a registered pension scheme for the purposes of the Finance Act 2004.
