UK-Glasgow: independent commission for aid impact. The Government's pledge to increase aid spending will be matched by a commitment to greater transparency and increased scrutiny. The Independent Commission for Aid Impact (ICAI) (previously referred to as the 'Independent Aid Watchdog'), a major new initiative, is being established to scrutinise all UK development spending and ensure value for money from the UK aid budget. The ICAI will be led by a Chief Commissioner supported by a Board of 3 Commissioners. It will report directly to Parliament and have entire autonomy over its workplan. It will take strategic decisions on what should be evaluated, gather evidence about what works and ensure recommendations lead to changes in Government decision making. The Commissioners will be supported by a flexible and responsive contracted-out service provider.
