Gas Servicing Framework Agreement. North Star Housing Group currently comprises of Endeavour Housing Association and Teesdale Housing Association. North Star Housing Group wishes to procure a Framework Agreement pursuant to which it is envisaged that contracts will be let to contractors within the Framework for the provision of a range of works covering the service and maintenance of existing domestic and commercial gas fired and air source heating systems, and the installation of new domestic heating systems. The proposed Framework Agreement will be in place for a maximum period of 4 years, however contracts called-off under the Framework Agreement may, where appropriate, continue beyond the 4 year term of the Framework Agreement. Under the Framework Agreement each member of North Star Housing Group (both current and future) will have the option to call-off contracts with individual contractors as and when works and services are required. Applicants should note that, under the Framework Agreement, none of the members of North Star Housing Group shall be under any obligation to call-off contracts with individual contractors. DIA External Technical Support. Business and management consultancy services. Defence Internal Audit ("DIA") embarked on a major transformation project in October 2010 with overall aim of developing a highly professional and skilled internal audit function that is valued by senior management. The transformation project has to date delivered a new audit charter, audit strategy, revised risk based audit methodology, clearer and more focussed reports, KPIs. An audit universe has also been developed. In developing the audit programme for 2012-13 DIA has taken into account the strategic and operational risks of MOD and identified a number of areas where due to lack of subject matters specialists and audit tools and techniques it is not a position to provide assurance of a high quality. The authority has decided that DIA should form a strategic alliance with a third party (also referred to as co sourcing) to provide technical support over, initially, a 3 year period. Part of the arrangements will be that there is transfer of knowledge and skills. The keys areas where technical support is required are set out below: — Transformation projects. — Business Continuity. — Nuclear security. — Cyber Security. — Manpower planning (focussing on modelling tools). — Financial planning. — Equipment planning. — Logistics (inventory management, systems development). — Commercial (contracting and contract management). — Portfolio, Programme and Project management including project accounting and cost assurance. In addition technical support will also be required in to improve the internal processes in the following areas; — Quality assurance. — Audit tools and techniques. — Audit management – planning and resource management. Fund manager terms of reference for the South Sudan Health Pool Fund. DFID wishes to engage a service provider (SP) to manage a new Health Pooled Fund (HPF) in the Republic of South Sudan (RoSS). The HPF aims to support the provision of primary healthcare services for the population of South Sudan with a focus on women and children. It will operate in 6 states of South Sudan (EEQ, Lakes, NBEG, Unity, Warrap and WBEG). The HPF is divided into 3 phases dependent upon the context in RoSS. Phase 1 focuses on subcontracting agencies to deliver services while, Phases 2 and 3 focuson health system strengthening and public financial management (at county, state and national levels). The SP will conduct an in-depth inception phase and, if approved by DFID, will manage the request for proposal process and provide both technical and advisory assistance and management support, for the life of the contract.
