Capital maintenance mechanical works and electrical works framework. Surrey County Council and Hampshire County Council are jointly seeking to establish a framework agreement for capital maintenance mechanical works and capital maintenance electrical works, for projects and programmes of works for the Contracting Authorities in the geographical area of Surrey and Hampshire. Surrey County Council and Hampshire County Council are advertising and procuring the framework agreement jointly. Both authorities will manage jointly the preparation of the invitation to tender (ITT) documents, the implementation of selection and award procedures and the implementation of post award procedures relating to the establishment of the. Framework agreement. Both Authorities will enter into the framework agreement with the successful bidders and will be responsible for discharging their obligations under the framework (this does not extend to underlying contracts) on a collective basis. The proposed framework is intended to cover all of the requirements for all of the Contracting Authorities listed in this Contract Notice. It is envisaged that the majority of activity will take place in the geographical areas of Surrey and Hampshire. By working in collaboration, capacity will be created by the Parties to deliver major programmes of mechanical works and electrical works, through the proposed framework. The aims are to reduce waste and streamline processes through the whole life of projects; identify and effectively manage risk and to provide value for money. The goals to achieving these aims are: a) Improved processes for procurements and project and program management; b) Better use of resources to ensure that competencies are properly deployed and wasteful activities are driven out; c) Added value to the whole life of a project by engaging all parties in joint ownership and collaboration seeking out opportunities in design, procurement and construction; d) Efficiency gains throughout the supply chain by standardisation, aggregation, leverage, discounts for economy of scale and to avoid bespoke procurement; e) Reviews of workload and contractor capacity, identifying areas for improvement and making recommendation for efficient delivery of projects and programs of Works; f) Provision of key performance measurement data in support of KPI's; g) Improved design practices in terms of building systems and common approaches across programmes; h) Effective improvement work groups to drive best practice e.g. waste minimisation, health and safety and sustainability; i) Shared learning across the proposed frameworks. The works to be delivered will include a variety of capital maintenance mechanical works and electrical works projects or programmes of works, across several sites. It is expected that the majority of the work will be for less than 500 000 GBP per project or program of Works. It is envisaged that the framework will be split into 2 separate lots using the whole geographical area of Surrey and Hampshire and the surrounding areas. Contractors may separately bid for one or both lots. Projects or programmes of work that cover more than one lot maybe appointed to Contractors from the most appropriate lot. Candidates can apply for one or both lots – PQQ responses must be separately uploaded. New Indoor Sports Facility (Main Contractor). The University of Birmingham is proposing to develop a Brownfield site located at the South East corner of the Edgbaston Campus to include a new Indoor Sports Facility and associated landscaping and car parking. The site currently accommodates a surface car park (former multi-storey car park) and public house (The Gun Barrels). In total, the site extends to approximately 2.00 hectares. The site is adjacent to a Conservation Area on the east boundary, and close to the Grade II listed University House and South Gate (including lodge). The Guild to the north, whilst not listed, is an attractive historic building. The northern boundary of the site roughly aligns the lower ground floor of the Student Guild which is approximately 5,5m below the Great Hall and Quadrant Range, a dramatic change in level from the north to the south of the site results in the ground level of the University car park approximately being 10m below the lowest storey of the Guild to the north. There is a further step of approximately 3m down from the car park to the rear of the Gun Barrels public house car park. Currently, significant changes in level impede disabled access across the site, from north to south, whilst pedestrian movement is permitted via a network of existing steep paths and stairs. This contributes to a feeling that the site is remote from the heart of the campus. The University of Birmingham Sports facility will signpost the campus to the local community through high quality architecture, providing new physical routes into the campus and a strong social connection through employment, participation and access to high class events. In addition to delivering a new Indoor Sports Facility, the University requires, existing site car parking to be integrated into the design with the provision of 270 car parking spaces, provision for 70 secure cycle parking bays, the development to achieve an EPC rating of A and requires the building to be of suitably high architectural merit commensurate with the estate heritage and highly prominent corner site.
