The provision of Engineering Management Services for the E.U. High Research (HiPER) Project, & the STFC Centre for Advanced Laser Technology and Applications (CALTA) Project. HiPER is a proposed European High Power laser Energy Research facility dedicated to demonstrating the feasibility of laser driven fusion as a future energy source. The preparatory phase of the HiPER Project commenced in April 2008 and completes in June 2013. The end of the phase coincides with a planned Proof of Principle demonstration of the physics of laser driven fusion at the National Ignition Facility, Lawrence Livermore National Laboratory, USA. See www.hiper-laser.org for further information on the HiPER project. There is a requirement for an individual to join the project team to undertake the role of Integration Manager. This is a contract position, reporting directly to the HiPER Project Director. The proposed duration is 21 months with one month notice of termination by either party. The role requires the following skills base: We are seeking a Chartered Engineer with an accomplished cross-disciplined background in complex project management and engineering management, particularly in the early formative stages of very large projects where a flexible approach is essential. This experience will have been gained in a scientific, multi-disciplinary, multi-site environment and must include experience of working within Nuclear Licensed sites overseeing building design, special materials containment systems and formulating input to safety case documentation for regulators. The Chartered Engineer we are seeking will ideally have knowledge of the technical field of high power lasers in respect of its associated effects on the design and implementation of buildings and plant. You will also have knowledge of process, procedures, contracting strategies, estimating, risk management and regulatory issues associated with the design and implementation of complex state of the art nuclear projects. It is anticipated that the early adopters under the Framework will be the 6 Eastern Region Police Authorities (Bedfordshire, Cambridgeshire, Essex, Hertfordshire, Norfolk and Suffolk) along with the City of London Police and Kent Police, although the Framework will be made available for use by all police forces throughout the UK. The 8 potential early adopting forces are engaging in a collaborative project to procure an innovative and best of breed IT solution covering the business areas of crime management, intelligence and defendant management (custody and case preparation). The implementation of this software will assist in improving performance and the level of service that forces are able to provide to the public. This project is intended to set the scene for our IT strategy over the coming years, so will involve the region working closely with the NPIA - ISIS (National Policing Improvement Agency - Information Systems Improvement Strategy) Programme. The ISIS Programme has as one of its objectives the identification of champion systems in the main policing business areas using individual procurements to establish frameworks on behalf of the wider police service. This procurement will be led by Essex Police on behalf of the named forces and potentially all UK police forces and may well identify ISIS champion systems. The framework will include the supply and installation of any, or all, of the elements of the system and ongoing maintenance thereof. It is expected that Authorities procuring under the framework will take up maintenance agreements of up to and, potentially, in excess of 10 years duration.
