To support this programme of work, the Authority, on behalf of certain entities constituted pursuant to the National Health Service (Scotland) Act 1978 (NHS Borders Health Board, NHS Forth Valley Health Board and NHS Tayside Health Board) is seeking to establish a single-supplier framework of unscheduled care (out-of-hours) patient administration and clinical applications, associated services (implementation, development, support and training), optional software modules and any ancillary items relating to the foregoing core and/or optional items. Other Health Boards in Scotland will be able to call off from the Framework during its lifetime. The system may be accessed from NHS hospitals or premises from which unscheduled care services are provided which, to avoid doubt, include community hospitals and premises from which out of hours GP services are provided. The preference at the moment is for a remotely hosted, managed solution however other self hosting/managed solutions will be considered. Suppliers will be required to integrate with the NHS24 PRM system (details of which will be supplied during the tender process). The suppliers must provide flexible solutions to support data entry, audit and reporting for national and local services. The suppliers will also be required to provide options for uploading an extract of special notes (SPNs). A national licence for the software may be purchased. The system must be supported for a minimum of 7 years. The Department for Business, Innovation and Skills (BIS) - UK trade and investment - is seeking to commision a telephone survey to provide a monitoring and evaluation evidence relating to support which UK trade and investment (UKTI) provides to UK industry to support development of overseas business, and to inward investors who may be seeking to locate or expand business activity or partnerships with businesses in the UK. A similar telephone survey has been in place since 1.1.2006, and provides data used for measuring UKTI's performance against some of its spending review targets agreed with HM treasury, and other evidence to inform service development and performance management. The new contract will continue the existing UKTI performance and impact monitoring survey (PIMS) for both trade and inward investment, subject to any minor modifications which may be required from time to time. It will also continue the existing annual survey of UK exporters who have not used UKTI services, subject to any minor modifications which may be required from time to time. The contract will ideally run from 1.1.2012, and will be required to provide data of comparable quality to the established PIMS surveys for both trade and inward investment, and to ensure robust comparability with previous waves of PIMS data. The survey of businesses who have used UKTI trade services has two elements, each of which will require summary quarterly results, with a full written report annually. Biannual or quarterly summary reports and a full yearly report will be required for inward investment. The nonuser exporter survey will be carried out in a single annual wave, and will require a summary presentation and full written report. Full details of the existing PIMS for trade, for both user and nonuser surveys, are available in the PIMS annual reports posted on the web at the address below, and should be consulted for further details. The survey of nonuser exporters is likely to require around 300 or more completed interviews annually, and the successful contractor will be required to source suitable sample to achieve robust coverage of the target UK exporter population. A total of 4 400 or more completed interviews is likely to be required annually for the survey of UKTI trade service users. One or more smaller supplementary surveys of users and nonusers of trade services may also be required annually to support depth evaluation of particular services. These supplementary surveys are likely to require not more than 1000 additional completed interviews annually. The sample group for the surveys of UKTI trade service users will be provided by UKTI from internal client records. The sample group for PIMS inward investment will also be provided by UKTI from internal clients records and is expected to be the set of inward investment projects reported by UKTI as 'involved successes', which are projects in which UKTI teams, or delivery partners, had a role by providing information, advice, or other assistance to the inward investor.
