Supply, Management and Installation of Mobile Data Terminals and Associated Infrastructure. The Kent & Medway Towns Fire Authority (KMFTA) has a requirement to provide fire-fighters and others, with safety critical information particularly when attending incidents. KMTFA is looking for a suitable Supplier to supply, install and manage the Mobile Data Terminals and associated ancillary equipment onto fire engines. The specification (to be provided within the tender document) will set out the requirements for the provision of a fit for purpose mobile data system to support the delivery of KMTFA's front line services to the community of Kent which include the following equipment/services (not limited to): — supply and installation of mobile data terminal hardware, — installation of the mobile data terminal hardware in the authority's fleet of front line fire engines, height vehicles, command and control vehicles and new dimension vehicles based across the service area, — mobile data software, — supply of support infrastructure (gateways etc), — integration into the mobilising systems, — options for either a fully managed service or partially managed service, — training and operating instructions. KMTFA operates a 24-hour service currently across 66 Fire Stations (14 whole-time, 9 day-crewed and 43 part-time), a Training Centre, 4 Fire Safety Offices, 5 Group Offices an Urban Search & Rescue Centre and a Service Headquarters (subject to the Authority's current integrated risk management plan – www.kent.fire-uk.org). The Mobile Data Terminal hardware is to be installed in KMTFA's fleet of Front Line Fire Engines (including Fire Engines, Height Vehicles, Command and Control Vehicles and New Dimension Vehicles) based across the Service Area. The requirement is for a mobile data solution, each with the necessary vehicle mounting hardware to allow use by the operational crew (not including the driver) whilst the vehicle is in motion. Risk Data available on the Mobile Data Terminal will be required to be accessible anywhere on the incident ground following vehicle arriving and booking 'in attendance'. The purpose of the fire engine Mobile Data system is to enhance the safety of the public of Kent and KMTFA fire-fighters. It achieves this by reliably providing the following key functions:-. 1. Route, receive, display and alert crews on the receipt of a mobilising message from the mobilising system. 2. Transmit and route status update messages from mobile resources back to the mobilising computer. 3. Replicate, store and display of up to date data from central databases to mobile data terminals (e.g. risk data, hazardous chemicals, standard operating procedures, hydrants etc.). When necessary, these to be displayed via a mapping screen. 4. Regular transmission of appliance location data (e.g. Geographical Positioning System) to the mobilising computer, to ensure that the location is known to sufficient accuracy (e.g. 100m) to enable location based mobilising. 5. Provide fire-fighter crews with fastest routing information and instructions to get to the location of the incident mobilised to, from the appliances current location, using an up to date road network calibrated for fire appliances. It is KMTFA's intention to award a seven year contract with an option to extend for a further two years. The tender will be accepted based on the application of the most economically advantageous tender. KMTFA anticipates awarding to no more than two Suppliers but preferably to one supplier.
