Version three: Acquisition of Armoured Personnel Carriers (APC). As communicated via prior information notice 2011/S 97-158928 and 2011/S 178-292136, The Danish Army anticipates to purchase a number of Armoured Personnel Carriers (APC) to replace the existing fleet of APCs. The tender procedure has - as communicated via the latest prior information notice - been delayed. DALO is currently scrutinising the opportunity to purchase the APCs through multinational cooperation. The tender procedure is therefore further delayed with minimum 4 months. Norton College in association with The Dukefield Group are setting up a soft furnishing framework predominately aimed at the newly formed Academy Schools, the framework will also be available for main stream Schools and Colleges still under Local Authority control to use, including all other public sector bodies in the UK. The main aim of the framework is to introduce competition in market alongside the existing consortia framework providers. The framework will include a range of soft furnishing options that are not normally experienced in any of the existing frameworks within the market place today. UK-Birmingham: machinery for the production and use of mechanical power
CHP Gas Turbine Replacement. The University of Birmingham has been established in Birmingham since 1900 and over this time has accumulated a sizeable property portfolio across the greater Birmingham area. The client, ALTA Estates Ltd (an operating subsidiary of the University of Birmingham), need to replace their gas turbine during summertime 2014. The turbine is the central component of the site CHP installation and drives an alternator rated currently at around 6.5 MVA. This alternator is in good condition and may be retained if required. The waste heat from the turbine feeds a steam raising waster heat boiler with supplemental gas firing. This boiler must be retained. The existing gas turbine, a Tornado unit rated to drive the above alternator, needs to be replaced as it no longer meets the requirements of the Environment Agency (EA) as regards low emissions. The EA require the turbine to comply with Best Available Technology and it will therefore need to be replaced with a Dry Low Emissions (DLE) machine of similar output. The client wishes to let a fully managed design, procure and install contract to undertake this work and wishes to explore three replacement options as follows. Lot 1. A reconfigured installation consisting of a full recore of the existing equipment with DLE technology connected to the existing alternator. Lot 2. A reconfigured installation consisting of a second user DLE turbine either reconnected to the existing alternator or with a new or second hand alternator of similar output to the existing. Lot 3. A reconfigured installation consisting of a new DLE turbine connected to a new alternator of similar output to the existing. As a result of developments and discussions any of the above options may be discounted, throughout the Competitive Dialogue Process. We would propose to consider this in the early stages. For all of the options the client will require. A 15 year fully supported maintenance contract providing complete maintenance, breakdown and regular replacement support to the provided equipment. This will require an optional 10 year extension to 25 years. Reconnection to all existing hook up points. A fully configured load management system to operate the facility to best operational advantage to the client. This will need to be specifically configured to operate the turbine with the new gas spark engine machines noted previously. A full one stop shop for the contracted works including the design, procurement, installation, commissioning and full ongoing maintenance support. The above to include all plant, equipment, controls, hook up, builderswork all as necessary for the complete installation. An optional cost for the contractor to purchase the existing replaced components from the client for any second hand value that these might have. The ability to follow a competitive dialogue tender route and complete the same within 8 months of receipt of the PQQ enquiries to maintain the installation programme. Final turbine and alternator size is not yet decided as, under a separate tendered contract, the client will also install additional gas spark engine CHP equipment. The client is therefore happy to consider solutions at or around the 6.5MVA capacity noted above subject to the turbine waste heat gas mass flow rate being fully compatible with the waste heat boiler which is to be retained. It is unlikely that a turbine below 5.5MVA or above 7.3 MVA would be appropriate but this would depend upon bid costs and payback timescales. The clients site energy load profiles are such that the turbine would need to provide a high power to heat ratio. The reconfigured installation must be installed during summertime 2014 and must be fully operational by September 2014. However, it is important note that although the University is committed to replacing the CHP at this moment in time the funding has not been fully secured. CPV: 42100000, 42110000. ...
