Framework agreement auditing services for UDI, department RMA. UDI is continually working with developing the structure for reception and case handling. In relation to the focus on contract follow up and qualitative assessment of external cooperation partners, the Directorate c/o RMA would like to enter into a framework agreement with an auditor for further follow up. The assignment comprises the necessary auditing services connected to contract follow up of external cooperation partners. The main part of the assignment will be follow up of cooperation partners within social welfare with particular focus on problems within the law for working environment, safety and welfare. We would, with this background, to enter into a framework agreement with one service provider for the above mentioned services. The contract length is 2 years, with an option for UDI for an extension of 1+1 year. As the Directorate has not had an equivalent contract previously, attention is drawn to the fact that the contract extent is uncertain. Operational regional direction of the water and sanitation programs of SDC in Central America. Swiss Cooperation implements for more than 30 years water and sanitation projects in Central America. On the basis of the 3 current water and sanitation in rural areas programmes which are being implemented since 2008, there has been conceived an additional new programme, water sanitation and hygiene in small towns and schools, which has initiated end of 2010. The complexity of the programmes combined with the importance of maintaining their implementation. — And especially the new programme, — Within an ambitious schedule, while maintaining quality standards of SDC, have led to the conclusion that the programme management needs reinforcement by a senior expert in the position of regional operational director, backed up by a recourceful institution. This should enable the programmes to closely follow the critical path of implementaion successfully, and address any obstacle to implementation fast and with ample competence. Among the complex processes to be managed with high focus and precision are tender processes, strategic steering of various projects parallely, monitoring of outputs but also of outcomes, results-based knowledge management and concertation processes in multi-stakeholder setups. For these reasons the Swiss Cooperation Office for Central America is looking to give a mandate to an organization which can provide for a Regional Operational Director and for his backstopping. The mandate is given from as soon as possible until the 31.12.2013. The person put at disposal of SDC as a Regional Operational Director will be assigned to Managua, Nicaragua, and oversee projects mainly in Nicaragua and Honduras, with frequent travel between both countries and to remote areas of both countries. The Regional Operational Directors Main tasks are: 1. Ensure with specific attention the efficient implementation of the programme WASH in small towns and schools, including the tender processes, contract management, quality assurance and outcome measurement. 2. Supervise implementation of project cycle of all four water and sanitation programmes of SDC in Central America. Including assuring coherence between programmes (indicators, approaches, modalities, etc.), and administration of financial and human ressources; 3. Promote knowledge management with other water and sanitation programmes with the objective to create strong Swiss expertise in selected areas; 4.
