UK-Blackwood: carriageway resurfacing works
Term service contract for carriageway surface dressing and footway slurry sealing – 2012/15. Carriageway surface dressing and footway slurry sealing at various separate locations in the County Borough including planing, surface treatment, road markings and all other advance preparation works and traffic safety and management measures. The works will be issued in the form of task orders. The award of contract to the single operator will be a two stage process based on the most economically advantageous tender. The first stage will be based on selection criteria and is designed to provide the Authority with details to ensure that operators who tender for this term contract are competent to undertake the delivery of highway surface dressing and footway slurry sealing works within the geographical boundaries of Caerphilly County Borough Council. The second stage will be based on 50 % price and 50 % quality evaluation as outlined within the notice and further information to support the evaluation methodology complete with the scoring guidance will be detailed within the ITT documentation. For the avoidance of doubt in order to proceed to the second stage of the evaluation process (price and quality evaluation) operators will need to satisfy the Authority in terms of the areas identified under the selection criteria, namely economic financial standing, technical capability and capacity & relevant experience. Operators must pass all pass/fail questions outlined within the ITT. If an operator fails any one of the pass/fail questions then they will not proceed through to the second stage of the procurement process. This contract will only be awarded to one single operator. Community benefits apply to this contract, further details: the organisation is committed to contributing to the social, economic and environmental well-being of the wider community. Accordingly, the requirement to do so will be contract condition and will be scored as a non core requirement with a score of 0 % being attributed. The successful contractor will be expected to consider opportunities to recruit and train long term economically inactive persons as part of the workforce delivering this project. As part of your tender response, you are required to submit a method statement in the form of a community benefits plan setting out how you will deliver 'community benefits' through the contract. The Plan should include targets (including anticipated numbers) and strategy for achieving the intended outcomes. You should be confident that you can commit to your community benefits plan, which will be included in the form of specific terms and conditions at contract award within Appendix 3. At award of contract, the successful contractor will be expected to work with the contract manager to maximise the community benefits delivered through the contract. The contractor shall keep the community benefits plan under review throughout the contract and modify it as appropriate to better achieve the community benefits it seeks to achieve. Modifications to the community benefits plan are discussed with the employer and project manager and submitted to the project manager for acceptance. A reason for not accepting a modification is that it is not reasonable in the light of the then current circumstances and the commitments contained in the current community benefits plan (before the proposed modification) or the community benefits it seeks to achieve. The Authority intends that the above requirements should fulfill and be compatible with all applicable EU obligations relating to equality, non-discrimination, openness and transparency, and these requirements are to be read and construed in such a manner. To supplement the community benefits plan, tenderers are to identify the sub-contractors and suppliers they propose to use for the delivery of the works. CPV: 45233223. ...
