Replacement PAS. Patient-administration system. Replacement PAS system with full EPR functionality Derby Hospitals NHS Foundation Trust is seeking to procure a Patient Administration System (PAS) with an option to extend to full EPR Functionality. This may include, but not limited to, Maternity, A+E, Theatres, Orders Communications and Results Reporting, Clinical Decision Support, Document Management/Scanning, Electronic Prescribing and Medicines Administration and Cancer Audit, underpinned by a Data Warehouse module. The ability to provide extended use in the health community is essential. The solution will be the building block for a future Patient Electronic Health Record. The solution must conform to the Trust's Statutory Obligations with the Department of Health, Information Governance requirements, ensuring compliance with the NHS data dictionary and support statutory reporting. The core requirement is to replace the existing PAS, that is: Electronic Master Patient Index, Patient Registration, Bed Management, Referral Management (inc. 18 week RTT, Cancer 2 Week Wait, Integration to Choose and Book), Outpatients, Inpatients, Waiting list, Case Note Tracking, Coding and Commissioning, Electronic Discharge, Reporting (operational reports, management information and data extracts), plus non functional requirements. The system must interface to existing departmental systems during the initial transition and where necessary for the future. Initially, we will be looking to replace our PAS and Maternity systems by October 2013 with the other systems by October 2014. Systems may be procured as part of the PAS solution or as separate packages but fully integrated (bi-directional HL7) into an EPR. The Clinical Portal should provide patient-context sensitive access to multiple clinical systems, initially within the Trust, but potentially extending to other systems across the local community. Proposals should include provision of the following services: data migration, project management, technical implementation, integration services, training, ongoing support and maintenance. The Trust will consider both a managed service solution or a software maintenance only proposal. The replacement system must interface to a number of existing systems; for example, Pathology, Radiology, Cardiology and produce the electronic messages/documents for transfer to community and GP organisations via Sunquest communication software. EFDC is seeking to appoint an established supply chain merchant, who, by virtue of the type and scale of their existing operations would be able supply the DLO (Direct Labour Organisation) with a wide range of materials and components, including PPE and plant hire facilities, from their own existing branch network on an "as needed" basis, thereby removing the need for large scale pre-investment in materials. In addition, EFDC also wishes to take advantage of the supply merchant's electronic inventory and purchasing systems, in conjunction with the DLO's own use of PDAs in order to simplify invoicing and auditing processes and reduce administration. The provision of an effective and efficient delivery mechanism for the provision of supplies to the DLO in order to achieve best value for money for EFDC. In addition, EFDC seeks to eliminate the current requirement to maintain it's own stores facilities and to achieve efficiencies in the administration and auditing of materials supply activities. The procurement of a supply merchant will provide the necessary skills and resources to ensure that the DLO has efficient access to materials required for it's day to day repairs and maintenance activities and to streamline the administration of the supply process.
